70% of the Spanish population will be in phase 2 of the de-escalation by Monday
On Wednesdays the regional authorities conclude their official requests to the Ministry of Health to move into subsequent phases of the de-escalation process based on the current situation in their relevant autonomous regions.This week the Ministry has given its response early, rather than having to wait until late on Friday or even Saturday, enabling the authorities moving into a different phase to make the necessary logistical preparations for the changes in their status.From Monday 70% of the Spanish population will be in phase 2 and four offshore islands will move into phase 3.Earlier in the week it was reported that the Region of Murcia could request advancement into phase 3 earlier than scheduled due to the positive evolution of its figures, but the regional government has decided to exercise caution and remain in phase two for another week. The regional health minister, Manuel Villegas, believes that it is important to wait for the full 14 day period of phase 2 to conclude “ in order to see if the measures we are undertaking have the required impact in the case of an isolated outbreak.”On Sunday the Spanish Prime Minister Pedro Sánchez spoke publicly about the possibility that the national government would permit regions with low levels of Covid-19 to accelerate the de-escalation process earlier if they wanted to, but since there has been no further communications about this topic or the possibility of any region taking up this option.This may be a topic discussed further this coming weekend when the PM makes his normal televised address on Saturday and discussed further in the weekly videoconference with the presidents of the regional governments on Sunday, although there has been a great deal of political arguing this week about the wisdom of opening Spain’s borders for tourism and the risks of this decision for the resident population, so the acceleration of internal movement may not be top priority for some of the reginal governments. As normal, we’ll just have to wait and see, although it would be nice if they could make these major decisions during the working week and give exhausted journalists who have been covering this crisis flat out since it began a weekend off for a change!Although the virus is evolving favourably here in Murcia and there have been no deaths here at all during the last week, there have been two outbreaks which have reminded the regional authorities of just how quickly the virus can re-surface; one in Totana two weeks ago in which six agricultural workers were affected and another in Archena last weekend in which five members of the same family all gave positive results.The outbreak in Totana is now considered to be fully under control; all of the 45 people quarantined have been allowed to return to their homes and two of the original patients have now been released from hospital. As a result, the municipality will be allowed to join the rest of the region in phase 2 from Monday.The Archena outbreak is also considered to have been contained, with nine further close contacts in enforced quarantine and no further cases locally reported.Summary of main territorial movements from Monday onwards which will all be published in the BOE on Saturday:Phase 1The Ministry of Health has not accepted the additional relaxations requested by Madrid which will remain in phase 1. In total 15 million people, mainly the regions of Madrid, Barcelona and Castilla y León, will continue in phase 1 (darker patches on the map).Phase 2The Valencia Region, part of Catalaluña, Granada, Malaga, Albacete, Ciudad Real and Toledo will advance into phase 2:In Castilla y León the Bierzo área moves into phase 2, the remainder continues in phase 1In Catalaluña, the health area of central Catalonia, Girona, and the Alto Penedés and Garraf move into phase 2.Albacete, Ciudad Real and Toledo in Castilla-La Mancha move into phase 2.In the Valencian Community, the three provinces of Alicante, Valencia and Castellón move into phase 2.In Andalucia, Granada and Malaga join the remainder of the region in phase 2.In Murcia, Totana joins the remainder of the region in phase 2Phase 3: four of the offshore islands move into phase 3:In the Balearic Islands: Formentera.In the Canary Islands: La Graciosa, Gomera and El Hierro.Ceuta may return to phase 0 due to serious outbreakThe enclave of Ceuta, which along with Melilla is a Spanish territory on the Moroccan coastline and is currently in phase 2, may return to phase zero this weekend due to an “unusual and major outbreak” of cases. There are now 22 cases and 271 people in enforced quarantine. The head of health in the enclave confessed after speaking with the national minister for health that the minister was “very angry” about the outbreak in the enclave and that police patrols would be re-enforced to control the population better.
