ARCHIVED - Murcia government will detect, persecute and sanction those breaking Covid measures
4 night clubs are being closed with immediate effect and the capacity of discos reduced
The new decree passed by the regional government of Murcia yesterday to help control the spread of Covid-19 not only established a structure of fines for those disobeying the regulations, such as not wearing masks, failing to abide by quarantine regulations or for business owners failing to enforce capacity limits in their premises, it also gave the regional Ministry of Health the power to close establishments believed to be a health risk and reduce the capacity of others, as well as pass other measures helping to limit the spread of the virus within the region.
It gives the regional minister very widesweeping powers as the text says: "“empower the head of the Ministry responsible for health for the adoption, in exceptional cases and due to urgency, of additional temporary measures to guarantee the health of citizens, suspending, modulating or even modifying the measures contained in the Agreement itself, in order to give a quick and effective response to any problem or public health emergency that could be derived from the evolution of the epidemiological situation. Likewise, it could adopt any other measures of a temporary and restrictive applicable to certain sectors or defined territorial areas, in those cases in which the appearance of localized outbreaks of the disease would make it advisable to adopt more stringent measures to guarantee collective security.”

That power was immediately exercised on Friday when the regional health authority announced the closure of four night clubs ( these are called local de ocio nocturno) in Las Atalayas, and ordered a 50% reduction in capacity for discos in Murcia, as many of the cases related to the so-called “Bolivian outbreak” here in the Murcia Region relate to these establishments.
This outbreak began when four Bolivian nationals who live here in the region returned from Bolivia on a flight landing in Barajas airport in Madrid on June 3rd. Three of the group were infected and between the 4th and 11th June, are known to have used these night clubs, setting off a chain of cases which has now reached 67, and has quarantined more than 150, as well as being directly responsible for the death of a 98 year old woman as far north as Moratalla, and causing outbreaks in several municipalities of the region.
The infected are also known to have mixed in these clubs after being quarantined, breaking the quarantine order, one of the main reasons that the regional government felt compelled to pass its own decree to ensure that it could better control the enforcement of the legislation following the end of the state of emergency.
The local police, which are the competence of local town halls in the region, will be empowered to issue fines as well as the Guardia Civíl and Policia Nacional, following agreement with the local town halls of the region who attended a meeting to discuss the content of the new decree and agree implementation procedures.

Foreign residents are obliged to comply with the restrictions regardless of whether they are holidaymakers or residents, and can expect increased police presence on resorts within the next few days, ensuring that they are fully aware of the restrictions. Initially the approach will be very much the same as it was at the beginning of lockdown, ensuring that the public has been given sufficient information, after which the finebooks will be out!
Limiting hospital visits
Another measure announced following the meeting of the Covid monitoring commission, the Comité de Seguimiento del covid-19 on Friday was that of limiting the number of visitors to any patient hospitalised at the moment to just one person.
Regional president determined and uncompromising in his attitude
Fernando López Miras, the president of the region of Murcia, is uncompromising in his attitude towards keeping the tightest lid possible on the Covid outbreaks in the region and has said today that his government will act “immediately” if "there was any type of space, establishment or area in which we detect that the rules are being breached or that there is a possible danger of further cases. "
"We cannot allow what is happening in the Region", since "the lives of a million and a half people are continually being put at risk by an irresponsible few that we are going to detect, that we are going to persecute and that we are going to sanction," he said.
