ARCHIVED - The use of facemasks will become obligatory in enclosed public spaces
However, there is still a great deal of uncertainty about whether masks are even necessary

The Covid crisis continues to generate uncertainty and contradictions and the question of whether the public should be obliged to wear masks when leaving their homes is continuing to do precisely that.
On Sunday we were told that the government had accepted the request of the regional governments to enforce the mandatory wearing of masks in public places, but on Monday the Consejo Interterritorial de Salud (the government and health ministers of the regional health authorities) met and the Ministry of Health has resisted the pressure to impose the wearing of facemasks in all public places so has now decided to extend the order to “public places in which it is not possible to maintain 2 metres of social distancing” and “enclosed spaces” .
Masks, they say, will be obligatory:
On public transport
In enclosed spaces
In public areas if 2 metres of social distancing cannot be maintained.
Whether the public choose to wear a mask in the street or in other public places is apparently to be left to the discretion of the individual.
The Ministry of Health maintains that it will be publishing further details of the new regulations relating to the use of masks within the next few days, although late on Tuesday afternoon it stated that the order would probably be published in the BOE on Wednesday and would take immediate effect.
At the moment it is only obligatory by law to wear masks when using public transport, although it’s also normal to be asked to wear a mask when shopping in supermarkets, street markets or retail shops by the retailer or local council.
The regional governments are unhappy about not only the lack of regulation but also the lack of a clear policy about the wearing of masks and have asked that the government define clearly when and where masks should be worn and issue an order clearly defining the rules.
But unfortunately the opinion of the experts is divided and the official information given by the health ministry has been inconsistent and contradictory throughout the crisis.
Even on Sunday spokesman Fernando Simón reiterated the opinion of the ministry that “the best mask continues to be two metres of social distancing” , yet this morning on Twitter the Ministry tweeted, “ masks are a complementary method of protection, use them always if you cannot maintain a secure distance,” but across the world professional opinion is divided. Even the WHO continues to maintain that the use of masks is unnecessary for those not suffering symptoms of Covid-19.
WHO says on its webpage:
“If you are healthy, you only need to wear a mask if you are taking care of a person with COVID-19.
Wear a mask if you are coughing or sneezing.
Masks are effective only when used in combination with frequent hand-cleaning with alcohol-based hand rub or soap and water.
If you wear a mask, then you must know how to use it and dispose of it properly.”
Fernando Simón has also reiterated the opinion that masks can themselves be a contributing factor in the transmission of the virus if they are mishandled during the process of putting them on and taking them off, as the exterior of a mask can harbour the virus in the same way as any fabric which has been subjected to someone sneezing for example should the handler fail to adequately sanitise their hands after removing a mask.
Being obliged to wear a mask is all very well should these actually be available and at a reasonable price. The Ed. was obliged to pay 5.70€ for a single mask recently as the pharmacy in the Puerto de Mazarrón stated that they “had no stock” of the masks costing only 96 cents which is supposed to be the maximum price established by the Spanish government for a face mask! Even yesterday the pharmacy in Las Palas was asking 4.70€ for a single mask and also had “no stock” of the 96 cent masks.
Most major supermarket chains have announced that they will be selling the masks, but actually finding them in local stores is another thing altogether!
