ARCHIVED - Additional measures and restrictions for the Murcia Region during the state of alert
Exceptional measures to be applied in the Region Murcia due to the increase in coronavirus infections.
On Sunday Spain decreed the second state of alarm/emergency of the coronavirus pandemic, granting wide-ranging powers to the autonomous regions to apply the measures they deem necessary to control the virus at a regional level.
The Region of Murcia has decided at the moment not to close its borders and will continue to permit free mobility within the region, other than in specific municipalities with a high incidence of covid. These are currently Totana, Fortuna and Abanilla, although this may change during Monday or the coming days as several areas have extremely high accumulated incidence rates.There ARE changes to some of the regulations currently in place, although others remain in place, such as the restrictions on the number of people travelling in a vehicle, mandatory use of mask etc which have been in place throughout the period of “new normality” since the end of the first state of alarm.
Within the general measures, it has been agreed to implement the following from the national measures:
1. Strengthen the recommendation to residents of the region to limit their maximum social contacts, limiting participation to a number maximum of 6 people, as has already been applied in the Region since August.
2. Recommend a limitation in social activity, avoid closed spaces, or where there is a large influx of people, and request the entire population to download of the Radar-COVID Smartphone application.
3. Establish a curfew between 23:00 and 06:00, except for those establishments and individuals that provide essential services.Between 23:00. and 06:00. only establishments that usually offer essential services at night may open, such as health establishments, pharmacies, veterinary care establishments or service stations.
4. Establish a prohibition for eating and drinking in public spaces, when it is not possible to maintain the recommended safety distance, ie, eating and drinking in the streets or public areas is prohibited. The use of a mask will be mandatory at all times in hospitality establishments, and these can be removed only for the intake of food or beverages ( masks must be worn when sitting in a bar and can only be removed to take a sip of coffee or mouthful of food).
5. Encourage and promote the use of teleworking to avoid risks.
6. Suspend visits to student residences and limit the occupation of common spaces to 1/3 of capacity.
Along with these general measures, another series of measures and recommendations proposed by the public health and epidemiology technicians of the Region of Murcia, applicable to different sectors of activity, have been prepared. These are temporary and exceptional measures, amongst which are the following:
1. Recommend the postponement of wedding celebrations and other civil and religious ceremonies, keeping the maximum number of participants at 30 people, both outdoors and in closed spaces. Attendees must remain seated at all times.
2. In establishments and retail stores and public service activities, the maximum occupancy allowed will be 50% of the capacity of the premises.
3. In markets or street markets, maximum capacity is set at 75% of authorized positions.
4.The maximum interior occupancy of the hotel and restaurant premises will be 30% of the capacity in general, and with no limit for external terraces (other than measures applied to specific municipalities in which incidence rates are higher), providing the minimum separation distance of tables is observed. Town Halls are recommended to temporarily extend the exterior areas authorized to this type of premises for use as a terrace.
5. The maximum allowed occupation of the common areas of hotels, hostels, hostels and other tourist accommodation will be 1/3 of their usual capacity. Catering areas (ie food service areas) are only to be used exclusively by customers of the hotels (ie. Hotels are NOT allowed to open rooms used by their residents for eating to the general public)
6. In libraries, archives, museums, exhibition halls, monuments and other cultural facilities, the maximum occupancy allowed will be 50% of the capacity.
7. 50% maximum occupancy for cinemas, theaters, auditoriums, tent circuses and similar activities in establishments both for indoor and outdoor cultural activities.
8. Individual outdoor sports practice is allowed, respecting the general distance measures of interpersonal safety, protection and hygiene.
- Non-professional sports events and sports activities that involve the displacement of a large number of participants are suspended. Individual practice outdoors is allowed.
- Training or activity groups may not exceed fifteen athletes per monitor or coach in covered facilities, and twenty-five in outdoor facilities, guaranteeing the interpersonal safety distance of 1.5 meters.
- Sports practice may take place inside closed premises, although the maximum occupancy of these may not exceed one third of their capacity.
9. The development of the activities of the municipal sports schools and extracurricular sports activities is suspended.
- The federated sports practice of minors under 18 years of age will be limited to training sessions, suspending the start of competitions. For the federated sports practice of those over 18 years of age, it will be limited to active training, suspending the start of the competitions until November 28th, the date on which its resumption will be assessed. In training, participants must be provided with a surgical mask.
10.In indoor swimming pools for public use, whether for sports or recreational use, the maximum occupancy allowed will be 1/3 of the usual capacity.
11. The telematic holding of congresses, conferences, business meetings and similar events is recommended
Finally, a series of sectoral measures, of a temporary nature, applicable to social policy centers, have also been agreed:
Visits are restricted to residences for the elderly and sheltered housing for people with disabilities, except in exceptional cases, and are limited to outdoor areas or spaces enabled for that purpose.
- Suspension of admission, re-entry and transfer of residents and users except in cases of social emergency, and the limitation of therapeutic outings and medical visits. When these are permitted in exceptional circumstances, residents should always be accompanied by a professional, taking extreme measures of prevention and sanitary hygiene.
-Also, the day centers for the elderly will remain closed. Normal users will receive a telephone service, telematics and / or face-to-face care at home.
-All social centers will remain closed, suspending the provision of podiatry and hairdressing that are currently providing services
- For day centers for people with disabilities and Services for the Promotion of Personal Autonomy, face-to-face activity will be limited to very small groups (2-3 people), preferably for those users who, due to their socio-family situation, need to be attended .-And for child development and early care centers, their face-to-face activity will be maintained, with the exception of those centers in which a positive COVID-19 is declared in workers or users, in which case, it will be studied by the health services.
