ARCHIVED - Basic questions about Murcia border closure and closure of municipal borders
Where can I shop, can I pick up at the airport outside of my municipality……
"The entry and exit of people from the territorial scope of the Autonomous Community of the Region of Murcia is restricted, under the provisions of article 6.1 of Royal Decree 926/2020, of October 25, which declares the status of alarm to contain the spread of infections caused by SARS-CoV-2, except for those adequately justified movements, which occur for any of the following reasons:
a) Assistance to health centers, services and establishments.
b) Compliance with labor, professional, business, institutional or legal obligations.
c) Attendance at university, teaching and educational centers, including nursery schools.
d) Return to the place of habitual or family residence.
e) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.
f) Travel to financial and insurance entities or refueling stations in neighboring territories.
g) Required or urgent actions before public, judicial or notarial bodies.
h) Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed.
i) Taking exams or official tests that cannot be postponed.
j) Due to force majeure or situation of need.
k) Any other activity of a similar nature, duly accredited.
Article 2. Limitation of the entry and exit of people from the territorial scope of all the municipalities of the Region of Murcia.
Additionally, by virtue of the provisions of article 6.2 of Royal Decree 926/2020, of October 25, the restriction of the entry and exit of people with respect to the territorial scope of the municipality in which they have fixed their habitual residence is determined, without prejudice to the application of the exceptions"

When does the closure start and how long does it last for?
Borders will be closed at midnight on Thursday 29th October and the measure will last for 14 days.
Will there be physical roadblocks in place?
In some cases, yes, and in others no. There are insufficient police resources available to block every single entry and exit point all the time. This weekend the police presence will be more intense on the principal entrances and exits to each municipality and the cemeteries as the principal point of the border closures all over Spain is to prevent the movement of people for the All Saints and All Souls festivities this weekend in which residents normally visit family graves at the cemeteries.
Once this weekend has concluded, the situation will be much the same as during lockdown and there will not be physical roadblocks on every exit point of every municipality. It is important to make sure that you have a valid reason for a journey, as should you be stopped attempting to leave your home municipality, it is important to be able to justify the reason.
Does this mean I can’t go shopping in another municipality?
Yes. Precisely that. If you live on Camposol you must remain within the Mazarrón municipality and cannot shop in Alhama or Cartagena, you must shop in Mazarrón. If you need specific products, you can order online or contact the vendor and see if they deliver. Most will deliver.
Can I still go out for lunch and to the beach?
Yes, if the restaurant is within the municipality in which you live.
An example of this is if you live in the Corvera golf urbanisation you can go to any restaurant within the Murcia municipality, as Corvera is an outlying district of the Murcia City municipality, but you can´t go down to the beaches of the Mar Menor as these are not within the Murcia municipality.(ie Los Alcázares, San Javier, San pedro del Pinatar, Cartagena, are all separate municipalities. (see the map below)
If I am staying in my holiday apartment, can I go to Cartagena to visit an attraction?
Only if your apartment is within the Cartagena municipality. Otherwise, no.
Can I go to the cinema or a concert?
Yes, if the cinema is in your home municipality. Otherwise, no. Check opening times of any pre-booked events as start times have been amended to allow for the curfew. Most venues will refund if you are unable to attend a concert due to the curfew times.
If I live in Torre Pacheco can I go to Los Alcázares?
No.
How is the Murcia Region divided into municipalities?
There are 45 municipalities in the Murcia Region. The map below shows the divisions. If you are not sure which municipality your town is in, just type the name into google and you can find out easily.
The biggest problem for many residents is the Murcia City municipality, which includes the capital city but also includes many outlying districts including Corvera, Gea y Truyols and Sucina. Residents of these areas can travel anywhere within the Murcia City municipality, but not outside of it; See below for map of Murcia outlying districts.
For what reasons am I allowed to leave my municipality and travel into another?
Attendance at medical appointments, health centers, essential services and establishments; the fulfillment of labor, professional, business, institutional or legal obligations; attendance at university, teaching and educational centers, including nursery schools; return to the place of habitual or family residence; assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people; travel to financial and insurance entities or refueling stations in neighboring territories: required or urgent actions before public, judicial or notarial bodies; renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed; taking official exams or tests that cannot be postponed; or cause of force majeure or situation of need.
It will be necessary to provide documentary evidence of why you need to leave the municipality should you be stopped.
What about airport runs to Alicante or Corvera?
During the lockdown it was permitted to pick-up/drop-off at the airports and although no specific exclusions have been confirmed in writing, it is likely to be the same on this occasion. It is highly advisable to print off flight details of the flight you are meeting and/or proof that you are meeting/dropping off passengers on that flight. Airports in Spain remained open during the spring lockdown to enable Spaniards to get back home to Spain and those travelling to Spain to return to their principal residence and the same will apply here at the moment. Technically, the borders are open, and all EU borders remain open, although the Foreign Office continues to warn against travelling for anything other than essential reasons.
I am a resident of Murcia. Can I travel back to Murcia?
Yes. Residents are permitted to return to their habitual place of residency. (obviously this only refers to those who have their official residencia, not holidaymakers.)
I have flights booked to come to my holiday home in Murcia, should I come?
This is a grey area and even the publication of text in the BORM hasn´t helped to clarify the situation.
Technically, you shouldn´t be coming here for leisure purposes during this period as all of the restrictions aim to keep residents in the municipality in which they habitually reside and restrict the movement of people, so unless Spain is your principal residence, the Foreign Office is advising against travelling here, but at the moment there are no national border restrictions and the Spanish borders remain open for the free movement of EU nationals and those of specific countries, so theoretically, there is no impediment to you coming to Murcia.

The problem for many second home owners is that they will have to travel through municipalities in which they do not habitually reside when travelling from and to the airport, so may encounter problems should they be stopped at a police control. Those leaving Spain with flight documentation will not have any problems; those arriving in the region, who are NOT residents and cannot justify their journey as essential, may have problems.
The key words to consider from the original text in the BORM under point d. are "Return to the place of habitual or family residence". This refers exclusively to those who are resident in the Murcia Region and makes no provision for holiday makers.
There is no specific mention anywhere in the text of holidaymakers.
Those who are already here will only be permitted to move around within the specific municipality in which their property is located and must observe all of the other restrictions currently imposed; ie wear a mask at all times in public places, and abide by the curfew regulations from 23:00 to 06:00. In the Region of Murcia we have a situation of uncontrolled transmission of covid and over 10,000 active cases, and our regional Government specifically wishes to restrict movement between one location and another, so although technically there are no physical restrictions, common sense must lean towards you not coming here at this particular moment. It is important to bear in mind that at the moment there is no physical lockdown confining us to our homes, but this MAY happen during the time you are here, as it did in the spring. Airlines are still flying to Spain, but there have already been cancellations of flights announced and you may find yourself having to pay for new flights from another airport and incur substantial additional costs to get home if the situation deteriorates further. Also remember, the Foreign Office continues to advise against all but essential travel to Spain and general travel insurance will not cover you. Think about it carefully. What would happen if one of you contracted covid and required hospitalisation? A holiday is NOT considered to be an essential reason for travel, so should a functionary decide to be difficult, it would be impossible for you to justify any movement outside of your home municipality where you are unlikely to get stopped by any police checks. Think about it carefully.
Can I travel through the Murcia Region en-route to somewhere else?
Virtually all of the Spanish regions have announced perimeter closures and the situation remains highly fluid, with the remaining regions expected to follow suite within the next few hours. Only essential travel is permitted and you must be able to prove a valid reason for your journey. You will be able to remain on the main arterial highways, but not to come off into a municipality if this is not your final destination unless you can prove that you are going to a hotel for the night and have a pre-booked reservation. The main point to remember, is that you must have a justifiable reason for entering the region which is your final destination, so for example, some regions may not want to admit people travelling for holiday purposes, which, unless you actually live here, will be the case if you are coming to a second residence.
If for example, you are catching a ferry to return back to the UK, there will not be a problem in passing through the various regions, providing you can supply a booking confirmation. You will not be stopped and prevented from leaving Spain to return home; there will only be problems entering unless the purpose of your journey is essential.Please be aware, the restrictions are to prevent the further spread of covid and if the purpose of your journey is purely to come to Spain on holiday, you will find obstructions.
Can I still drive down through France?
Yesterday France declared a full lockdown. At the moment, its external borders remain open and there are no restrictions on entering Spain. The EU wishes to maintain border movement between EU nations, but as was the case in the spring, the situation is becoming increasingly complicated by the minute, and this may change.If you are returning to your habitual residence in Spain, you will be permitted to make that journey; the complications will arise should either France or Spain decree the closure of its external borders for all but essential travel. The travel advice of the British Foreign office will provide updated information should the situation change. The Foreign Office is currently advising against travel through or to, France.
Support local trades and services
Throughout all of this, many businesses will struggle to survive, particularly those depending on tourists and second home owners, so support the businesses that provide services to the local community. These are very difficult times for all of us in business and many businesses will not survive this winter because of the crisis.
This is not the direct fault of any of us, or our governments, or our scientists, this is a worldwide pandemic, so be kind on social media and don´t allow the angry trolls to suppress the sharing of accurate information about the evolution of the pandemic and the measures being put in place as our elected governments do their best to contain the pandemic.
