ARCHIVED - Murcia city increases testing as cases rise
The council is implementing a raft of measures to maintain services and ensure that those maintaining quarantine are supported by social services
With 30 new cases in the last 24 hours, the incidence of Covid-19 continues to increase within the capital city of the region, making the capital city the municipality with the highest number of cases in the region, only logical given the size of its population. More than half a million people live in the city and its outlying districts.
Murcia municipality includes the main urban city, as well as a large area surrounding the capital itself which spreads out as far as Corvera and across a large area known as the "huerta", which includes many outlying districts in the large flat river valley heading towards the Alicante border with Orihuela.
The virus has been spreading principally in residential districts in the centre of the city and in the outlying areas which run along the bottom of the Sierra of Carrascoy and are popular residential areas.
To try and halt its progress, more COVID-19 testing points are being opened in areas in which larger numbers of cases are being recorded.
The "hot spots" in Murcia right now are El Carmen, El Infante, Floridablanca, Ronda Sur, Puente Tocinos and Beniaján, and the council aims to call younger patients for tests. Data collected in recent days shows that the average age of infections in the municipality of Murcia is 33 years and that half of the positives are between 18 and 35. Of course, the key problem is that younger people are transmitting the virus to those who are more vulnerable, particularly in a domestic environemnt, where the majority of contagions are now taking place.
Health data show that there are currently 40 residents of Murcia admitted to hospitals for covid and that the health centers of the municipality are monitoring more than 3,500 people who are quarantined due to being infected or being in direct contact with a positive person.
The biggest problem comes when these people break their quarantine, a situation which is occurring an estimated thirty times every day in Murcia.
The Local Police will be increasing their vigilance over these residents who are geolocated by neighborhoods and apartments and in the event that they are repeat offenders, the Health service can report them to the Public Prosecutor's Office.
This is a major problem all over the country, as once the state of emergency ended, there is no legislation which gives automatic power of confinement, and there is no specific criminality to breaching a quarantine order; there are calls nationally for this to become a criminal offence, but at the moment, enforcing quarantine orders is becoming a significant problem for the authorities.
These measures are part of the 'Local Action Plan against the Increase in Epidemiological Risk in the city presented by the mayor, José Ballesta, after a meeting of the Public Health Committee on Thursday.
The main areas of action are:
Implementation of all measures before the return to activity in all sectors in September.
Contingency Plan for the start of the new school year in nursery schools.
Collaboration with the Volunteers Office.
Reinforcement of food distribution for those in quarantine via social services
Security measures for employees and citizen service.
Maintenance of Public Transport at 100%.
Maintenance of traffic and transport services at 100% with the capacity limitations recommended by the health authorities.
100% maintenance of the bicycle rental service.
100% maintenance of the bus and tram fleet.
Increased control and surveillance in compliance with established standards.
Closure of sports facilities and pool capacity control.
Closure of the day Centersfor the elderly in Barriomar, Beniaján, Cabezo de Torres and the Barrio del Progreso.
Adoption of security measures for employees and citizen assistance services with specific training for 1,500 municipal workers against Covid.
Intensification of cleaning and disinfection work in the parks and gardens of the municipality with a specific staff of workers to carry out this task.
Design of a protection and prevention protocol for all Cleaning Service workers.
Civil Protection action.
Coordination with the Municipal Social Services for the support of families that remain in isolation by sanitary decree.
Coordination with the Local Police for the surveillance of families that must be in quarantine and to avoid the occurrence of citizen agglomerations.
Design of specific protocols for returning to activity in libraries, study rooms and municipal citizen service offices.
In the study rooms, the safety distance, quarantine in the loan of copies, reduction of hours and provision of EPIS for the personnel have been guaranteed.
In the areas of attention for residents, all the security measures, screens, signaling and PPE are available. An appointment is essential to avoid crowds.
The Employment and Training Service has established two protocols, one of action for the access of the students to the training centers to the workshop classrooms and another for the access of the centers in which selective tests are carried out.
The Employment and Training Service guarantees access to training either in person or online, following all the measures of the health protocol.
Mixed management system for the management of weekly markets with the collaboration of the sector and auxiliary companies.
New system for counting and controlling digital market capacity together with the UPCT.
Communication campaigns to reinforce weekly trade and markets.
Surveillance by local police
Another of the actions that will be carried out is the reinforcement of surveillance by the Local Police "to ensure compliance with all the established regulations and to avoid agglomerations and concentrations, as well as the celebration of botellon gatherings".
3,375 fines for not wearing a mask
Since July 18th, agents have filed 3,375 denuncias for not using a mask, and filed more than thirty denuncias against businesses for excess capacity and for not respecting closing hours.
