ARCHIVED - Spanish government tracks 40 million mobile phones to make informed lockdown decisions
The project follows a trial run which was carried out in Spain last November
As new ways are sought for the Spanish government to make informed decisions regarding lockdown restrictions in response to the coronavirus pandemic it has been announced that a scheme is being implemented to track more than 40 million mobile phones across the country, analyse people’s movements and thus increase the ability to evaluate the risk of the virus spreading further.
The DataCOVID project has been launched by the Ministry of the Economy and the government’s central statistics unit, and consists of dividing Spain into 3,200 areas based on towns or concentrations of population of between 5,000 and 50,000 people. The technology involved will then allow the government to analyse movements between those 3,200 areas.
However, great efforts are being made to reassure the public that measures are included to ensure that the movements of individual people are not recorded: all of the data collected will be anonymous, with phone numbers and the personal details of owners excluded. In this way the project is entirely compatible with data protection laws.
Taking part in the study are the three major mobile phone suppliers in Spain, Telefónica, Orange and Vodafone, the aim being to detect changes in the patterns of movements from one area of the country to another during the lockdown restrictions. A pilot scheme has already been carried out in the Comunidad Valenciana.
It is worth pointing out that when a similar initiative was launched in November of last year, when the central statistics tracked the movements of around 43 million mobile phones over a period of four days, caused a good deal of controversy, although the technology and the way in which the survey was designed were almost identical to the scheme outlined this week. Then as now, the data gathered excluded identification and personal details, although in November customers were offered the opportunity to “opt out” of the survey if they wished.
In November various mobile phone companies such as MásMóvil, Yoigo, PepePhone, Lebara, LlamaYa and Digi were not taking part in the survey, while Orange did not confirm whether related brands like Jazztel, Simyo and Amena were included.
In the last four months, though, and especially in the last four weeks, the situation and the priorities in Spain have changed drastically, and on this occasion it appears unlikely that concerns over “Big Brother”-style monitoring of the population will outweigh the possible benefits of being able to combat the spread of Covid-19 using detailed and relevant data.
Apps are now available to our governments which enable detaile analysis of the movement of an individual and are being used successfulyl in other countries to limit the spread of Covid-19. So for example, a person who sat on a train next to an individual who subsequently tested Covid-positive a week later will receive a message advising them of this close contact and warning them to self isolate.
We also have apps which will inform the authorities if a known Covid case who should be in isolation leaves the house, putting other members of the public at risk.

What to do if you are in the Region of Murcia and believe you may have contracted the virus
The regional government has set up a special helpline to supply information to members of the public (900 121212) if they suspect that they may have contracted the virus rather than going straight to hospital or to a medical centre.
Sensible precautions
The advice being issued to members of the public by medical authorities all over the world coincides on the following points:
- Wash hands frequently with either soap and water or a sanitiser gel
- Catch coughs and sneezes with disposable tissues – and throw the tissues away immediately after use before immediately washing your hands!
- If you don’t have a tissue, use your sleeve – and wash the item of clothing used at the next opportunity
- AVOID touching your eyes, nose and mouth with unwashed hands
- AVOID close contact with people who are unwell
- Don´t panic!
