Casino regulation and its impact on regional tourism
How regulators’ new legislation affects rural areas and the touristic sector

In recent times, it has been difficult not to notice how gambling regulation has gradually changed corners of the regional economy in several European countries. Some would say that neither agricultural villages nor former industrial areas have been left untouched; they have undergone transformations, sometimes unexpected, due to the boost in tourism linked to casinos. It is no longer just about capital cities or traditional destinations. Data suggests that, in 2022, casino-related tourism grew by around 12% in peripheral regions, while in large cities it barely reached 4%.
Given these differences, it is logical that governments should seek to tweak the rules. The aim is to strike a balance, so to speak, between the potential social impact and more concrete economic benefits. But the effects of these changes do not end with the players or investors; it is worth thinking about this. Neighbours, shopkeepers and even those who rediscover their own neighbourhood come into play.
Tourist attraction and regional diversification
Many recognise that the arrival of a casino can alter a city's image. Although some see it differently, regulation seems to have broadened the range of visitors, who come from increasingly diverse places and backgrounds. In 2023, TNews reported that between 15% and 22% of tourism in secondary Spanish cities could be directly linked to gambling. It is surprising, although perhaps it should not be, how international demand responds to regulated environments, probably due to legal certainty, which leaves less room for illegality.
It is no longer just sun and sand; today, concerts, conferences and events linked to the world of gambling coexist. Local restaurants, hotels and shops tend to see their best figures during tournament or trade fair weeks, noticing how seasonality decreases. It is curious; far from detracting from the usual offerings of the place, the casino ends up adding alternatives.
Multiplier effect and online dynamics in casinos
The ripple effect generated by the sector cannot be ignored. According to Murcia Diario, every euro spent by a casino visitor can multiply up to three times in the local economy, thanks to spending on food, culture and transport. The boom in online casino interaction has added a key nuance that facilitates the arrival of new travellers seeking in-person gaming after getting started in virtual gaming.
There is no shortage of people who highlight how regulation, if accompanied by appropriate technology and responsible gaming policies, has the potential to attract a more diverse audience that then ends up, in one way or another, discovering the destination through the least expected route: digital advertising. The case of Austria suggests that a significant portion of the taxes collected during 2022 ended up strengthening both cultural life and urban infrastructure. Could this model be transferred to other countries? Perhaps, although there are always cultural variables to be fine-tuned.
Employment, fiscal impact and modernisation of services
It seems that opening casinos under strict controls translates into thousands of jobs, some 45,000 directly on the Iberian Peninsula. If one takes the figures from Economipedia, the indirect figures, in sectors such as logistics, security and nightlife, may be even higher. Interestingly, a significant proportion of these jobs do not require specialised training, which ultimately revives economies that were, shall we say, dormant. On the other hand, the bulk of the tax revenue generated ends up, or should end up, being channelled into social improvements, urban projects or cultural initiatives.
In Finland, the law is clear: up to 60% of state gambling profits go to community initiatives. Spain has gradually begun to replicate something similar in certain autonomous regions, especially when they seek to ensure that the local economy does not depend on the ups and downs of tourism. Furthermore, when new infrastructure is added to the casino development, there is usually not only a leap in services, but also the emergence of investments that previously seemed unlikely.
Gambling addiction, social challenges and sustainable balance
Not everything is glamour and easy success when it comes to this sector. As regulation progresses, however, the social cost has become more visible, especially with regard to gambling addiction. According to the DGOJ, in 2023 more than 27,000 people were registered with gambling-related problems in Spain. That is why, lately, there has been no shortage of demands: more specialised training for employees, automatic access controls and persistent media campaigns.
The balance between economic opportunity and social welfare is not exactly easy to achieve; in fact, it is often precarious. When it comes to urban centres with historical or cultural significance, the norm is to tighten the limits: fewer new casinos, measures to ensure that changes do not destroy what makes the centre unique. It seems that models such as those in Austria and Finland, where administrations, NGOs and operators coordinate their actions, manage to limit the risks without slowing down momentum.
Responsible gaming and the future of casino-related tourism
Promoting responsible gaming is a central task in this transformation process. Perhaps the key lies in greater diversification, insisting on transparency and maintaining support for psychosocial care programmes; this is what we see in the most recent approaches, or at least what they are attempting to do. The challenge, perhaps, is to keep the destination as attractive as possible for visitors while protecting the most vulnerable. There are no definitive solutions; what happens next will depend, in part, on constant vigilance, a willingness to adjust regulations and a degree of involvement from all stakeholders. Whether you like it or not, the casino seems set to continue playing its role as a regional catalyst and a living test case for new policies.
