Economic reports show analysis of factors affecting the Levante area and Spain 3rd quarter 2024 balance
In the first eight months of 2024, the Region of Murcia has seen a notable increase in its export activity, with a 3.9% growth compared to the same period in 2023. This rise has resulted in total exports reaching 9,795.1 million euros. This trend is particularly significant when compared with the national scenario, where Spain as a whole experienced a slight decrease in exports by 0.5%. This divergent performance highlights the resilience of Murcia’s regional economy, which has successfully bucked the broader national trend.
 
Imports to the Region have also seen an uptick, albeit a more modest one, growing by 0.6% to 9,877.1 million euros. Nationally, imports have decreased by 1.2%, further underlining Murcia’s stronger performance relative to the rest of Spain. Despite the increase in imports, Murcia’s trade balance has improved markedly. The regional trade deficit now stands at just 82 million euros, a significant reduction from the 390.2 million euros deficit recorded in the same period in 2023. This improvement reflects a more balanced trade environment, which is likely to have positive ramifications for the region’s economic stability and growth.
 

National economic outlook: IMF forecasts and growth comparisons

 
The International Monetary Fund (IMF) has provided an optimistic forecast for the Spanish economy in 2024. According to the IMF, Spain’s GDP is expected to grow by 2.9% for the year, an upward revision from its earlier projections. This growth forecast positions Spain as the best-performing economy among the major advanced economies, surpassing the United States, which is projected to grow by 2.8%. Spain’s robust performance, in contrast to broader European trends, is a testament to its effective economic policies and resilience in the face of global challenges.
 
Looking ahead to 2025, Spain’s economic growth is expected to moderate slightly to 2.1%. While this rate of growth will still place Spain above the Eurozone average of 1.2%, it will trail behind both the US and Canada. Nevertheless, the IMF’s long-term projections show continued positive growth for Spain, with GDP expected to rise by 1.6% in 2029. This rate will outpace the broader Eurozone average, indicating a favourable long-term outlook for the Spanish economy, fostering favourable conditions for investment and consumer spending on traditionally strong sectors for the Spanish economy, such as tourism, leisure via online gaming, technological exports in the environmental industry and the customer services and B2B sectors.
 

International commercial ties

 
The Region of Murcia has made significant strides in expanding its commercial presence in the French market, particularly within the food sector. This has been achieved through strategic partnerships, including a recent collaboration between the regional government and the Official Spanish Chamber of Commerce in France. At the SIAL Fair in Paris, Murcia was represented by 58 companies, demonstrating the region’s commitment to increasing its visibility and sales in Europe. The main objective of these efforts is to increase the sales volume of Murcian products in France, while promoting the Region of Murcia brand across Europe. The involvement of key stakeholders, such as the Regional Minister for Water, Agriculture, Livestock and Fisheries, and the president of the Chamber of Commerce, has been instrumental in shaping this strategy. The experience and network of the Chamber of Commerce are expected to be valuable assets in boosting Murcian exports to France.
 
This initiative is part of a broader effort by the regional government to enhance its international market presence, with previous campaigns focusing on key countries such as the United Kingdom, Germany, Singapore, Thailand and Hong Kong. The success of these initiatives could significantly strengthen the region’s trade performance, particularly in the agri-food sector, which is a cornerstone of Murcia’s economy.
 

Investment and utilisation of European Next Generation funds

 
Economic growth in the Region of Murcia is closely tied to investment, particularly through the mobilisation of European Next Generation funds. The regional government has successfully channelled more than 600 million euros of the 807.91 million allocated under the Next Generation programme for the period 2021-2026. These funds represent approximately 3% of the total amount distributed by the Spanish central government to autonomous regions.
 
During a meeting with local councils, the Regional Minister for European Funds highlighted the importance of these funds in driving investment across multiple sectors, including sustainable transport, industrial competitiveness, research and innovation, sustainable tourism, and water and waste management. However, concerns have been raised about the lack of dialogue between the central government and autonomous communities regarding the organisation and deployment of these funds. The regional government has expressed frustration over what it perceives as a lack of participation, which could complicate the effective use of future funds and increase regional debt.
 
The second tranche of aid from the Next Generation programme, totalling 20 billion euros in loans, is expected to be channelled through the Autonomous Community Resilience Fund. This fund will focus on strategic investments in social housing, SME competitiveness, and modernising local administration. The management and oversight of these funds will be handled by the Investment Boards, which will work in close collaboration with the European Investment Bank to ensure the efficient deployment of financial resources.
 

Sectoral allocation of Next Generation funds

 
The Next Generation funds allocated to the Region of Murcia have been strategically distributed across various sectors. Approximately 47.8% of the 108.18 million euros in calls for proposals and tenders has been earmarked for actions related to the rural and urban agenda. This prioritisation reflects the region's commitment to fostering sustainable development in both urban and rural areas.
 
Other key areas of focus include the modernisation of the industrial sector (12.7%), local administration (11%), and the development of sustainable infrastructure (9.2%). These investments are aimed at enhancing the region's competitiveness and fostering innovation, with a particular emphasis on sustainability and modernisation.
 
The economic outlook for the Region of Murcia in the third quarter of 2024 presents a mix of opportunities and challenges. The community’s robust export growth and improving trade balance contrast with national trends, highlighting its resilience in the face of broader economic headwinds. Meanwhile, Spain’s strong national economic performance, supported by the IMF’s optimistic growth forecasts, provides a favourable backdrop for regional growth.
 
Murcia’s strategic initiatives, particularly in expanding its commercial presence in international markets, and its effective utilisation of European funds, are likely to support continued economic development. However, challenges remain, particularly in managing the distribution and oversight of Next Generation funds, which will require greater coordination between the regional and central governments.
