The 4-year contract is to modify the official Camposol plans to reflect what physically exists, clearing the way for the lifting of planning suspension
Hot on the heels of Mazarrón Council announcing a change of the management system aimed at finally completing the Camposol urbanisation comes news that the long awaited planning modification contract has been signed.
The original construction plans for the Camposol urbanisation were drawn up by developer Grupo MASA around 1992 for Sector A and 1999 for Sectors B, C, D and the undeveloped Sector F, these are on record as the official development plans or Plan Parcial. Unfortunately, Grupo MASA for various reasons did not strictly follow the plans and the resulting infrastructure has a multitude of serious discrepancies, which has made ongoing urban planning very difficult and is the main reason that a blanket building permit and licencing suspension was officially put in place in April 2016. A consequence of this is that as the Spanish property building market has increased, as can be witnessed by the construction cranes on nearby urbanisations, on Camposol there have been no new housing projects started for over 18 years.
A source in the Mazarrón town planning department said “The modifications to the Camposol Plan is in response to the need to correct the defects and discrepancies of the different Development plans approved to date and the reality of what was finally constructed, as well as the need to adapt such plans for the areas pending future development”.
The new contract was signed on February 13 after the tendering process was won by a joint bid between 2 companies; UTE Ingenieros Consultores Técnicos en Medio Ambiente, S.L. and EOS Project Management, S.L. Although the tendering process suffered various hold ups and challenges, it comes at an opportune time to tie in with the change of management system approved by the council’s governing board in January.
The contract not only includes the redrawing of the infrastructure elements that are incorrectly reflected in the current plans, but also the issue of the Rambla de los Aznares, showing the rerouted path of the water course which is being processed by departments of the National and Regional governments. The new route being studied known as “Alternative 4” travels outside the developed area of the urbanisation. Once agreed and integrated into the revised Camposol plan the dispute over the government owned land that affects over 600 properties in the path of the current route will be settled, much to the relief of the property owners. It will also alleviate the planning problems with a number of undeveloped building plots also on the current watercourse.
Part of the funding for the completion of Camposol would come from new building licence fees. According to the current urban plans in Sectors A, B, C, and D there are 32 undeveloped poligonos and individual plots on Camposol designated for housing, although in some cases planning permission has lapsed. There is also an undeveloped poligono designated for commercial development. When the licencing suspension is lifted as a result of the plan modifications, these poligonos and plots could be a lucrative source of funding towards work on Camposol.
In the contract description it is stipulated that the winning company must provide a team consisting of; 2 architects, a civil engineer specialising in urban roads and waterways, a geographer/surveyor/systems specialist, an environmental technician, urban planning lawyer, graduate specialist in economics/geography and urban/landscaping technicians.
Spread over 4 years, the contract budget is €284,345.39 plus €59,712.53 IVA tax amounting to €344,057.92. With a lengthy remit aimed at resolving all the public infrastructure obstacles individually and allowing the Regional Government to lift the building suspension. It should be noted that the modifications contract only includes public infrastructure which would come under the jurisdiction of Mazarrón Town Hall and not the internal poligono roads which are communally owned by the homeowners in each poligono.
With this contract now signed and the eminent introduction of the change of management system, Camposol residents and homeowners may soon see some light at the end of a very long tunnel.
