Spain agrees €7 billion housing plan with €308 million earmarked for Murcia

The new State Housing Plan 2026-2030 was backed unanimously by all regional governments

The Spanish Government will invest €308 million in the Region of Murcia under the State Housing Plan 2026-2030, with €35.2 million expected to be allocated in 2026.

The announcement follows a meeting chaired by Housing Minister Isabel Rodríguez, where all regional governments unanimously agreed on how the €7 billion national housing budget will be distributed over the next five years.

€800 million will be spent in 2026 as the first phase of the plan. Murcia's share will be spread over the full five-year period, funding new housing, renovation projects, and housing policy in the region.

Minister Rodríguez said the agreement shows that all political parties clearly recognise the impact the housing crisis is having across Spain, and the need for a coordinated national response.

It's not often all sides agree on anything, which in itself says a lot about the scale of the housing problem and the need for a national plan like this.

The plan builds on work first set out by Prime Minister Pedro Sánchez at a Conference of Presidents in Barcelona, where the idea of a shared national housing strategy was proposed. Since then, the Ministry says it has held 28 meetings with regional governments, alongside discussions with experts, social organisations, and other stakeholders. A total of 365 proposals were received and incorporated into the final plan.

What the funding will be used for

The new plan increases the amount of housing funding managed by Spain's regional governments and sets out a shared way of paying for it. The central government will cover 60% of the costs, with the regions paying the remaining 40%.

The money will be split into three main areas. At least 40% will go towards building and buying new homes. Around 30% will be used to renovate existing properties, helping bring older housing back into use. The remaining 30% will be focused on supporting vulnerable people and regions with the greatest housing needs.

The plan also includes rules to make sure that homes built with public funding stay in the affordable housing system permanently, rather than being lost to the open market over time.

To improve transparency, new anti-fraud measures will be introduced for how social housing is allocated.

The government also wants to make housing data easier for the public to access, things like availability, prices, social housing lists, or how projects are progressing. They also want to avoid a situation where some regions get lots of housing investment and growth while others are left behind.
