ARCHIVED - 70 percent of Spain is now in phase one including all three provinces of Valencia

The Region of Valencia which includes Alicante province, Andalucía and Castilla-La Mancha progress completely to phase 1
The Region of Madrid, the metropolitan area of Barcelona and large urban areas of Castilla y León remain in phase zero from today, while the Valencian Community, Andalucia and Castilla-La Mancha, all move into phase one.
In total, fourteen of the seventeen autonomous regions of Spain, accounting for 32 million people, or 70% of the population, have now left phase 0 of the de-escalation plan and have progressed into phase 1 or even, in the case of some of the islands, to phase 2.
These are Formentera, in the Balearic Islands, as well as El Hierro, La Gomera, and La Graciosa in the Canary Islands.
In the case of Catalonia, the entire community will go to phase 1 except for Barcelona city and its metropolitan area, which covers just 9% of the Catalan region but accounts for 66% of its population.
Those areas left in phase zero are being allowed to open small shops, but are not permitted to open bars and restaurants just yet.
Areas moving into phase one:
- Andalucía: Málaga and Granada.
- Castilla-La Mancha: Toledo, Ciudad Real and Albacete.
- Castilla y León: Mombeltrán (Ávila), San Pedro Arroyo (Ávila), Huerta de Rey (Burgos), Melgar Fernamental (Burgos), Valle Tobalina (Burgos), Valle Valdebezana (Burgos), Calzada Valdunciel (Salamanca), Cantalapiedra (Salamanca), Fuentes de Oñoro (Salamanca), Matilla Caños (Salamanca), Sepúlveda (Segovia) Mota del Marqués (Valladolid), Villafrechos (Valladolid), Villalón de Campos (Valladolid), Madrigal de las Altas Torres (Ávila), Roa de Duero (Burgos), Mansilla Mulas (León), Sahagún Campos (León), Valderas (León) Bembibre (El Bierzo), Cacabelos (El Bierzo), Fabero (El Bierzo), Puente Domingo Flórez (El Bierzo), Ponferrada I (El Bierzo), Ponferrada II (El Bierzo), Ponferrada III (El Bierzo), Ponferrada IV (El Bierzo), Toreno (El Bierzo), Villablino (El Bierzo), Villafranca Bierzo (El Bierzo), Cervera Pisuerga (Palencia), Guardo (Palencia), Paredes de Nava (Palencia), Villamuriel de Cerrato (Palencia), Fuenteguinaldo (Salamanca), Peñaranda (Salamanca), Navafría (Segovia), Berlanga de Duero (Soria), Olvega (Soria), Camarzana de Tera (Zamora), Villarrín (Zamora) y Mombuey (Zamora).
- Cataluña: Health zones of Cataluña Central, Girona, Lleida and Alt Penedés i Garraf. –
Comunidad Valenciana: provinces of Alicante, Castellón and Valencia.
Areas entering phase 2: – Canary Islands: La Gomera, El Hierro and La Graciosa. –
Balearic Islands: Formentera.
