ARCHIVED - Canary Islands will simulate covid outbreak to test new tracing app
Trials of the app begin on 29th June on the island of la Gomera and last for two weeks
On Tuesday the Spanish cabinet approved a 330,537 euros contract with Indra to design, develop and evaluate a pilot test of a tracking application via mobile phone that will notify a user's contacts of the risk of contracting covid-19 after simulating infections on the Canary island of La Gomera.
This pilot test is being run by the Ministry of Economic Affairs and Digital Transformation, in coordination with the Canary Islands Health Service, and will be evaluated from June 29th on the island of La Gomera in a 2 week trial.
Its technology is based on " bluetooth " mobile connections, according to government sources.
Its objective is to evaluate the technical aspects of the application and user's experience in order to optimize its design and the degree of confidence it offers. It will also serve to calibrate the algorithm of the application in order to guarantee the veracity of the notifications.
The decision on whether this application will be implemented in the rest of Spain will be taken once the pilot test has been completed and evaluated in a real scenario. The final decision will be taken by the autonomous communities, according to government sources.
At the moment, "most European countries are in similar phases of developing contagion alert tools," according to sources, who have alluded to France, Italy or Germany, which have launched them in recent weeks.
Spain is the fourth country in the world to launch a pilot with the API (Application Programming Interface) of Apple and Google. Of these, this will be the first pilot taking into consideration user experience and the only one which simulates infections, which will allow for better data collection.
The countries that are participating in common work at a European level, including Spain, have agreed on the interoperability of their technological solutions. The application uses the terminal's "bluetooth" connection, through which the mobiles emit and observe anonymous identifiers of other phones that change periodically.
When two terminals have been close for a certain period of time, they both maintain the anonymous identifier issued by the other. It is understood that there is a risk if the contact has been for at least 15 minutes and less than two meters, which are based on sanitary criteria to establish this system.
If any user were diagnosed positive for covid-19 after performing a PCR test, they would decide whether to give their consent so that, through the health system, they could send an anonymous notification.
In this way, mobile phones that had been in contact with the patient would receive a warning about the risk of possible contagion and instructions on how to proceed would be provided.
During the pilot of this tool, its use experience will be tested to validate that it is understandable and manageable for users. In addition, its operation will be verified through fictitious identifiers, with positives and negatives generated, so that it can be verified how the notification system works by adjusting its operational threshold to avoid distortions in a future real scenario.
The development uses a decentralized model, based on the Decentralized Privacy-Preserving Proximity Tracing (DP-3T) protocol, the most respectful of user privacy.
This implies that only the encrypted identifiers that each mobile phone issues are sent to the server, not those that it receives from other nearby terminals.
Data collation and risk analysis is always carried out on the user's mobile and not on a server, which guarantees privacy.
This application complies, therefore, with all the guarantees set by European regulations.
The use of the application will be voluntary. The Spanish Data Protection Agency has participated in the process prior to the launch of this pilot and will also participate in the evaluation of the results.
Various schemes have been tested and experienced difficulties in achieving their objectives; the UK has come in for significant criticism after spending £12 million developing an app which has failed to meet Government expectations and the £108 million spent establishing and staffing Serco call centres where tracers say they have nothing to do.
