ARCHIVED - Heavy fines for people disobeying curfew-like restrictions on movement
The first fines in Murcia were imposed on Sunday on the beaches of La Unión and Puerto de Mazarrón
Obeying the restrictions on movement which have been introduced by the Spanish government to combat the spread of the coronavirus throughout the country is proving difficult for many people, who appear to be unaware of the seriousness of the situation and imagine that taking a stroll on the beach or in deserted city streets is acceptable behaviour, despite repeated indications to the country.
Already in the Region of Murcia it is being reported that the first fines were dished out on Sunday to people visiting the beaches of La Unión and Puerto de Mazarrón, and with the Military Emergencies Unit joining the more conventional forces of law and order such as the local and national police and the Guardia Civil under the command of the Minister of the Interior it is important to reinforce that the state of national emergency which was declared on Saturday is not to be taken lightly.
Under a law which was introduced in 2015, and which met with a great deal of opposition at the time, fines of between 600 and 30,000 euros may be imposed on anyone who disobeys or resists authorities or officers of the law: this includes behaviour such as failing to provide proof of identity on request, or providing false information.
At present it is also clear that all public authorities in Spain are urging people to stay at home except when leaving the house is absolutely necessary - to go to work, to buy essential provisions, to go the chemist’s or the medical centre, for example.
It is thus quite obvious that a stroll on the seafront is not an acceptable reason to disregard what is, in effect, a curfew.
On Sunday fines were already handed to various disobedient members of the public, including cyclists enjoying a weekend ride in both Madrid and Catalunya, and readers have emailed since this article was first published with their own accounts fo fines being dished out to walkers in the Puerto de Mazarrón, making it quite clear to everyone that they are determined to carry out their mission thoroughly.
It should be noted that one of the offences outlined by Spanish law concerns “behaviour which is likely to result in a risk to the health of the population”, which can be punished by fines of between 3,001 and 60,000 euros. With the number of coronavirus cases in Spain having climbed to close to 8,000 on Sunday and expected to rise sharply again on Monday, this offence can easily be interpreted as including actions such as going for a walk.
In case anyone remains unconvinced, repeat offenders may be punished with a fine of up to 600,000 euros!
In many parts of Spain, including residential areas on the outskirts of the city of Murcia, on Sunday cars with loudspeakers patrolled the streets informing people of the ban on venturing outside without adequate justification. For the benefit of those who have heard such messages but whose grasp of Spanish is insufficient for them to understand fully the message can be summed up as follows:
STAY AT HOME
DO NOT LEAVE HOME UNLESS IT IS ABSOLUTELY NECESSARY
FAILURE TO COMPLY MAY RESULT IN A FINE OF MORE THAN HALF A MILLION EUROS.

What to do if you are in the Region of Murcia and believe you may have contracted the virus
The regional government has set up a special helpline to supply information to members of the public (900 121212), and also urges people to call the 112 emergency services line if they suspect that they may have contracted the virus rather than going straight to hospital or to a medical centre. Medical staff will be sent to your home to test for the virus.
The Region’s public hospitals have limited the number of visitors to just one per patient.
Sensible precautions
The advice being issued to members of the public by medical authorities all over the world coincides on the following points:
- Wash hands frequently with either soap and water or a sanitiser gel
- Catch coughs and sneezes with disposable tissues – and throw the tissues away immediately after use before immediately washing your hands!
- If you don’t have a tissue, use your sleeve – and wash the item of clothing used at the next opportunity
- AVOID touching your eyes, nose and mouth with unwashed hands
- AVOID close contact with people who are unwell
- Don´t panic!
