ARCHIVED - Murcia requests slower coronavirus lockdown de-escalation
Phase 1 of the transition could last for three weeks instead of two
When the Spanish government presented its plans for the de-escalation of the coronavirus emergency lockdown there were bound to be plenty of dissenting voices in terms of how this delicate issue is to be approached, and in the case of the regional government in Murcia the official response has been to request that the first phase, provisionally scheduled to last two weeks from 11th to 25th May, be extended by another week in order to protect against the possibility of a resurgence in contagion.
Having analysed the “Plan for Transition to a New Normality” the Murcia government was left with numerous doubts and in general, as has been the case since the pandemic reached Spain, the regional authorities favour a more cautious approach. On Wednesday, Manuel Villegas, the minister for Health in Murcia, spoke to his counterpart in the national government, Salvador Illa, and specifically stated that in his view the two weeks of Phase 1 are “insufficient”.
He therefore suggests that the beginning of Phase 2 be put back to 1st June – this is the point at which, according to the plan for transition, bars and restaurants would be allowed to welcome customers indoors as well as on outdoor terraces, and schools would be open to take care of children aged 6 or under in the case of both their parents having to go to work.
“No steps will be taken in the Region until we are 100 per cent certain” was the official line of the Murcia government, and while the extra week requested is only mentioned in relation to Phase 1 at present it may be that an extension to Phase 2 is seen as appropriate when the time arises.
Another proposal made to the national government is that the armed forces should collaborate in ensuring that people do not travel from one province to another during the de-escalation period, a matter of particular concern in Murcia given the risk of travellers coming to their second homes in the Costa Cálida now that the weather is warming up. This appears to meet with the approval of Fernando Grande-Marlaska, the Minister of the Interior, who on Wednesday stated that there will be “strict controls” on the roads throughout the transition.
De-escalation by health area rather than province
Another suggestion for improvement in the Transition Plan, which the government is weighing up, is that rather than the lockdown being scaled down individually in each of the provinces of Spain, the process should be in each of the “health areas” defined by regional health services. This has been proposed by, among others, the regional governments of the Basque Country, Catalunya, the Comunidad Valenciana, Galicia, Castilla-La Mancha and Aragón, and it seems compatible with the decision already made to bring forward Phase 1 of the de-escalation in the islands of La Graciosa, El Hierro and la Gomera in the Canaries and Formentera in the Balearics: these, after all, are not provinces but form part of the provinces of Las Palmas, Santa Cruz de Tenerife and the Balearics.

The pandemic is practically under control in 7 regions of Spain
Meanwhile, the latest national data show that the coronavirus pandemic is now practically under control in 7 of the 17 regions of Spain, basing an evaluation of the situation not only on the number of cases reported but also on the capacity of the health service to deal with new patients. The seven regions concerned, all of which on Tuesday reported fewer than 2 new cases per 100,000 inhabitants, are Andalucía, the Canaries, Asturias, the Balearics, the Comunidad Valenciana, Extremadura and Murcia, and in neither of the enclaves of Ceuta and Melilla on the north coast of Africa was any new admission to intensive care reported in the latest daily update.
Of course, the figures for just one day are not enough in themselves to justify de-escalation, and in addition, if the regions are broken down into provinces and then into health areas there are obviously some zones in which the prevalence of the virus is higher or lower. But in general terms the data are encouraging in the sense that they make the relaxation of the lockdown restrictions appear far more feasible than it did at the start of the month!

What to do if you are in the Region of Murcia and believe you may have contracted the virus
The regional government has set up a special helpline to supply information to members of the public (900 121212) if they suspect that they may have contracted the virus rather than going straight to hospital or to a medical centre.
Sensible precautions
The advice being issued to members of the public by medical authorities all over the world coincides on the following points:
- Wash hands frequently with either soap and water or a sanitiser gel
- Catch coughs and sneezes with disposable tissues – and throw the tissues away immediately after use before immediately washing your hands!
- If you don’t have a tissue, use your sleeve – and wash the item of clothing used at the next opportunity
- AVOID touching your eyes, nose and mouth with unwashed hands
- AVOID close contact with people who are unwell
- Don´t panic!
