ARCHIVED - The La Rioja region announces 15 day confinement of the region
Entry to and departure from the region will be restricted
The La Rioja region has become the second of the 17 autonomous regions of Spain to announce a voluntary perimeter confinement of the region which will begin on Friday 23rd October and conclude at midnight on Saturday 7th November. (On Monday Navarra became the first regional government to voluntarily lock down its region).
This is a drastic measure, but the regional Government views it as necessary given the current rise in cases of Covid-19.
Therefore the governing council has decreed the following measures:
To restrict the free entry and exit of people throughout the territory of the Autonomous Community of La Rioja, except in those displacements, adequately justified, that occur for any of the following reasons such as going to the workplace, health issues, academic or care for dependents.
1. Assistance to health centers, services and establishments.
2. Compliance with labor, professional, business or legal obligations.
3. Attendance at university, teaching and educational centers, including nursery schools, academies and driving schools.
4. Return to place of habitual residence.
5. Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.
6. Travel to financial and insurance entities that cannot be postponed.
7. Sporting teams that participate in professional competitions, as well as official competitions of a state and non-professional nature that belong to the first and second level may enter and leave the territory of the Autonomous Community of La Rioja. This includes both athletes and technical personnel form the team.
In the case of participants in individual sports, athletes classified as High Level who participate in absolute category Spanish Championships or official international competitions may enter and leave the territory of the Autonomous Community of La Rioja.
In establishments, commercial premises and services open to the public, a maximum capacity of 50% is established.
In hotels and restaurants and gaming and betting establishments:
a) The maximum capacity will be 50% indoors and 60% outdoors.
b) Bar consumption will not be allowed.
c) Tables or groups of tables must keep a distance of at least 1.5 meters from the chairs assigned to other tables or groups of tables.
d) The maximum occupancy will be 6 people per table or group of tables.
In anticipation of the possible measures that the Interterritorial Council of the National Health System may adopt soon: The closure of the establishments will occur at 9:00 p.m., except for pharmacies, supermarkets, and theater and cinema activities, as well as other establishments that provide goods and services of first necessity and establishments that provide food service at home, with respect to these services exclusively.
In places of worship, the maximum capacity will be one third, guaranteeing in any case the minimum interpersonal distance of 1.5 meters.
In wakes, the maximum capacity will be 15 people in outdoor spaces or 10 in closed spaces, whether or not they are living together.
Participation in the entourage for burial or cremation is also restricted to 15 people.
This same percentage, 50%, will also be the maximum capacity in indoor sports facilities and 60% in sports facilities in outdoor spaces.
In addition, sports practice in groups will be reduced to a maximum of six people.
In the official competitions of a state level and non-professional character and international competitions, the Protocol of action for the return of official competitions of a state and non-professional nature in the 2020/2021 season, prepared by the Higher Sports Council, will be applied.
These measures and their details are expected to be published in the BOR on Thursday and come into effect at 00:00 on Friday, October 23. They will remain in effect until 00:00 hours on Saturday, November 7.
Current situation
Hospital pressure due to coronavirus continues to increase in La Rioja as the number of admissions increased by 21 in the last 24 hours, going from 112 admitted yesterday to 133 this Wednesday. Active cases rose by 27, going from 1,269 yesterday to 1,296 today. In addition, there are 35 active outbreaks (three more than yesterday).
Today there are 11,176 people in quarantine in the region.
