ARCHIVED - Three surfers fined in Cartagena for surfing during lockdown
Surfing is not currently included in the sports which can be enjoyed as confinement is relaxed
This weekend the “zero phase” of the Covid-19 de-escalation process began, with the public allowed out of confinement to exercise, albeit with some restrictions.
Although theoretically the public is allowed to undertake sporting exercise alone, using a vehicle to travel to a location in which to exercise is prohibited, as all exercise must be undertaken within one kilometre of the principal residence.
At the moment bathing in the sea is prohibited, as is sunbathing or relaxing on the beach; in some municipalities the public is permitted to walk on the beach, but nothing more.
So driving to the beach to surf is definitely on the list of no-no’s!
However, knowing that this was illegal was no deterrent for three surfers in Cartagena on Sunday who now face stiff fines under regulation RD 463/2020 from the Guardia Civíl after being caught surfing off the coast of playa de Cala Reona, Cartagena in the Calblanque regional park.
The two men and one woman, described only as being “young” were in the water enjoying themselves for at least three hours, before they were intercepted by the police walking back to their vehicle with surf boards under their arms and “wet neoprime” wetsuits in their backpacks.
The three individuals argued that “surfing doesn´t put anyone else at risk, and they were surfing alone,” but after verifying that two of the individuals concerned had already been denounced recently for breaching the confinement regulations, they were warned that not only do they face a stiff fine, but would be arrested should they be caught breaching the laws relating to citizen safety again during the period of the state of emergency.
Although all those who love their golf and windsurfing have been desperate to get back out into the open air and once more resume their favourite pursuit, it appears that we may just have to be patient and wait a little longer. Gradually the restrictions are relaxing as the death rate falls and new announcements are being made on a daily basis. Click for an outline of the de-escalation plan.
Exercise regulations are as follows:
In brief:
The use of a vehicle or public transport to drive to a point from which to exercise is not permitted: all exercise should be taken within a 1km radius of the principal residence.
Those exercising should maintain a 2 metre distance from other people, avoid un-necessary stops, comply with hygiene restrictions and only exercise during the permitted time slots.
There is no limit to the amount of time an individual may exercise.
Facemasks are not obligatory.
Adults; 06:00 to 10:00 and again from 20:00 and 23:00.
Adults will be permitted to walk in pairs, provided that these same two people have been living together during the period of confinement, and children aged 14 and over are also included within this grouping.
A carer may walk with a patient. Anyone showing symptoms of Covid-19 is excluded from the physical activity as is anyone in quarantine.
Walkers may not venture more than one kilometre in distance from their home.
Children
Children under the age of 14 accompanied by an adult can exercise between 12:00 and 19:00. These hours are different to those established for the elderly in order to minimise the risk of contagion for the at-risk elderly group.
Walks with dependents (ie elderly with a carer)
Those who require a carer, ie the elderly, can exercise as follows: 10:00 to 12:00 and again between 19:00 and 20:00. The same time period applies for those aged 70+.
Sportsmen/women
The hours for physical activity, ie jogging and cycling are the same as for adults, namely 06:00 to 10:00 and again from 20:00 and 23:00. Activity can only be undertaken by a single jogger or cyclist, jogging in groups is not permitted.
Remember: LOCKDOWN MEANS LOCKDOWN. STAY AT HOME. STAY SAFE AND DO YOUR BIT TO REDUCE THE SPREAD OF CORONAVIRUS.
