ARCHIVED - Confusion over number of people allowed in a vehicle this week
Nothing will change until 11th May PROVIDING the Murcian government decides to include the region in the phase 1 de-escalation plan
Although politically the idea of the Spanish government publishing a phased de-escalation plan is a good one, publishing provisional ideas can also lead to social media meltdown, particularly amongst users of these platforms who believe that reading a headline arms them with the same knowledge as those who actually click on the links provided and read the articles written for their benefit!
This has been the case this week since the government announced that from May 11th onwards, up to nine people living in the same household would be permitted to travel in a vehicle together.
Some social media users have seized upon images published by various police forces which illustrate the correct use of facemasks in vehicles as evidence that from May 4th two people are allowed to travel together in a vehicle and shared them widely stating that two people can shop together from May 4th.
To confirm, this is NOT CORRECT.
The image widely used demonstrates how professionals and tradesmen can travel safely and how they must be seated when travelling to work.
The central image showing two people seated side by side relates to the use of a furgoneta, or box van, generally sold for commercial use and is NOT intended to show that couples can go shopping together.
This WILL BE POSSIBLE FROM 11TH MAY ONWARDS PROVIDING the Murcian regional government decides to initiate phase one of the de-escalation plan, a decision reportedly being made on Wednesday this week.
The government has also reiterated that residents can only move throughout the province in which they live throughout all phases of the de-escalation process until the provisional date of June 22nd when the “new normal “ begins.
For anyone who is not 100% clear about the administrative structure of Spain:
Spain is divided into 17 Autonomous Communities, or regions, each with its own regional government.
These regions are further subdivided into “provinces.“ Murcia is an exception as it is geographically a small region so is a single province region. The neighbouring Valencia region has three provinces, one of which is Alicante province.
Each province, or in the case of Murcia, the single province, is further sub-divided into municipalities, of which the Murcia region has 45, again, each with its own local council. (These are also then subdivided into pedanías or districts, examples of which are Corvera, which is part of the Murcia city municipality or the Saladillo pedanía which is home to the Camposol Urbanisation and is part of the Mazarrón municipality).
So when the government states that residents may only move within their province, then in the case of Murcia, this means within the 45 municipalities which make up the Region of Murcia, whereas for our neighbours in Torrevieja, for example, this means within the Alicante province, NOT, the whole of the Valencia region and certainly not across the border into the Murcia region!
From May 11th onwards:
Up to nine people may travel in the same vehicle providing they all live in the same house. The use of a mask is not mandatory, but advisable according to the government.
If the passengers of a “people carrier of up to 9 people” are not all resident in the same property, then only two seats per row may be occupied and each passenger must use a mask or other face protection.
In the case of discretionary public transport, such as minibuses or vans, the seats directly behind the driver must be left unoccupied.
Two people may sit side by side in a normal passenger car and go shopping together.
From May 4th: shoppers can venture further afield for specific items
Phase zero of the de-escalation plan began on Monday 4th and the government recognises that as some retail shops will be opening for business via prior appointment and that some establishments will be offering take-away foods, this increases the probability that the public will want to travel to commercial establishments further from their homes than has been permitted up to now.
For this reason, journeys will be permitted within the same municipality providing the required item is available. If it is not possible to purchase a specific item in the municipality, then drivers will be permitted to drive to the capital of the province or the comarca (administrative area, ie north-west, Campo de Cartagena etc).
This is not an excuse to drive to Murcia city to shop in Mercadona if you live in Mazarrón, but is a mechanism by which specific items can be collected by prior appointment if something is not available locally.
An example for me would be my pottery supplies; I cannot buy these in the Campo de Cartagena where I live, so am permitted to ring my supplier, make an appointment and go to the shop in Murcia city to collect what I require providing the shop is open for business.
The one person per private vehicle rule still applies all this week until the Murcia Region begins phase 1, probably on May 11th.
It must be stressed that nothing is 100% set in stone yet; for example, this afternoon it has been announced that the Catalan government has proposed that Barcelona does not initiate phase 1 on May 11th as the number of cases is considered to be too high at the moment, although most of the country is expected to move to phase 1.
Remember: LOCKDOWN MEANS LOCKDOWN. STAY AT HOME. STAY SAFE AND DO YOUR BIT TO REDUCE THE SPREAD OF CORONAVIRUS.
