ARCHIVED - Considerable confusion continues over exercising rules in outlying districts
Cartagena has opted not to take advantage of the wording in the BOE.

Considerable confusion has ensued in some areas following the decision to allow exercising from 2nd May, particularly in relation to the point permitting municipalities with less than 5,000 inhabitants to exercise during a much longer time period.
Although the word “municipalities” was used during presentations of the information, the text published in the BOE actually says, “separate nuclei of population equivalent to or less than 5,000 inhabitants”.
In low density municipalities with less than 5,000 population, residents are permitted to exercise between 06:00 and 23:00 as there “is no risk of conglomerations occurring”.
There are only 8 such municipalities in the Murcia Region. These are:
- Albudeite (1,373 inhabitants)
- Aledo (1,022 inhabitants)
- Campos del Río (2,028 inhabitants)
- Ojós (500 inhabitants)
- Pliego (3,847 inhabitants)
- Ricote (1,264 inhabitants)
- Ulea (874 inhabitants)
- Villanueva del Río Segura (2,910 inhabitants)

HOWEVER, as the wording in the BOE appears to give greater flexibility, some of the municipalities in the Murcia region are opting to allow residents in their outlying districts, which are generally referred to as pedanías, this same freedom.
This situation continues to evolve and there is NOT a definitive list of the municipalities applying the rule; it is very much a case of the discretion of the individual town hall. Cartagena is the only municipality at the moment in which specific instructions are being given by the police informing residents that they must abide by the established hours.
In some municipalities, which is the majority, nothing specific has been said about the subject, the town hall is simply publishing the national guidelines. if you are concerned and want to go exercise outside of the standard hours, speak to a local police officer or your local town hall to clarify the stance in your municipality.
Totana: Totana council has specifically stated that residents of outlying districts may exercise between 6am and 11pm.
Mazarrón: Mazarrón police and town hall have specifically stated that only the urban nuclei of Mazarrón and the Puerto de Mazarrón must observe the established hours; all other outlying districts which include saladillo, have less than 5,000 residents on the padrón, so fall within the "less than 5,000" rule, ie, can exercise from 6am to 11pm.

Torre Pacheco.
Torre Pacheco has specifically divided its municipality into less than 5,000 and more than 5,000. Those living in the main urban area of the town and in the Roldán municipality, which includes the La Torre Golf Resort must observe the limited hours, those living in other areas includiong the Mar Menor Golf resort and las Terrazas de la Torre may exercise between 6am and 11pm.

Murcia municipality.
There is often a great deal of confusion amongst foreign visitors to the Murcia region about the administrative structure of the region due to the use of the word “Murcia.”
This is the Region of Murcia, Región de Murcia, which is a single province autonomous community, one of 17 which make up the regional administrations of Spain, each having its own regional government.
The Region of Murcia, usually just referred to by residents simply as “Murcia”, hence the confusion, is further subdivided into 45 municipalities, each of which has its own mayor and local council.
These in turn are further subdivided into pedanías (outlying districts), each of which has its own very local mayor, and barrios, the administrative districts within the larger city.
The main point of confusion for foreigners is that Murcia city, the capital of the region is the “City of Murcia” but lies within its own “municipality of Murcia” which also includes a large area of outlying land, so Corvera, Sucina, Gea y Truyols etc are all outlying districts of the Murcia municipality.
The Mayor of Murcia is the mayor of Murcia municipality, but there are also local mayors in each outlying district, so there is a mayor in Corvera, although he answers to the Mayor of the whole of the Murcia municipality, José Ballesta.
Murcia municipality has the highest population in the region, whilst Lorca has the largest surface area.
Both of these municipalities have opted to apply the “ less than 5,000 inhabitant rule” to their outlying districts AT THE MOMENT, although there is a chance that this may change from Monday or that other municipalities may opt to “liberate” their own residents.
Murcia
La Ñora, Los Dolores, Casillas, San José de la Vega, Monteagudo, Los Ramos, Javalí Nuevo, Era Alta, San Ginés, Cobatillas, Santa Cruz, Corvera, Nonduermas, Rincón de Seca, Javalí Viejo, La Raya, La Arboleja, La Albatalía, Sucina, Lobosillo, Zeneta, Puebla de Soto, Jerónimo y Avileses, Gea y Truyols, Barqueros, Rincón de Beniscornia, Los Martínez del Puerto, Valladolises y lo Jurado, Baños y Mendigo, Cañadas de San Pedro, Cañada Hermosa y Carrascoy-La Murta.
Lorca
Aguaderas, Almendricos, Avilés, Barranco Hondo, Béjar, Campillo, Carrasquilla, Cazalla, Coy, Culebrina, Doña Inés, La Escucha, Fontanares, Garrobillo, Hinojar, La Hoya, Humbrías, Jarales, La Paca, La Tova, Marchena, Morata, Nogalte, Ortillo, Parrilla, Río, Torrealvilla, Tercia, Tiata, Torrealvilla, Pulgara, Purias, Puntarrón, Ramonete, Pozo de la Higuera, Zarzadilla de Totana, Zarcilla de Ramos y Zarzalico.
Cartagena has currently opted to apply the rules followed by everyone else and has instead called upon its residents to act "responsibly".
In brief:
The use of a vehicle or public transport to drive to a point from which to exercise is not permitted: all exercise should be taken within a 1km radius of the principal residence.
Those exercising should maintain a 2 metre distance from other people, avoid un-necessary stops, comply with hygiene restrictions and only exercise during the permitted time slots.
There is no limit to the amount of time an individual may exercise.
Facemasks are not obligatory.
Adults (aged 14 to 69); 06:00 to 10:00 and again from 20:00 and 23:00.
Adults will be permitted to walk in pairs, provided that these same two people have been living together during the period of confinement, and children aged 14 and over are also included within this grouping.
A carer may walk with a patient. Anyone showing symptoms of Covid-19 is excluded from the physical activity as is anyone in quarantine.
Children 12:00 to 19:00.
Children under the age of 14 must be accompanied by an adult and exercise is limited to one hour. children may accompany their parents in tasks such as taking the rubbish to the bin or walking the dog.
Walks with dependents (ie elderly with a carer) and those aged 70+ 10:00 to 12:00 and 19:00 to 20:00
Sportsmen/women; the same as for adults
Remember: LOCKDOWN MEANS LOCKDOWN. STAY AT HOME. STAY SAFE AND DO YOUR BIT TO REDUCE THE SPREAD OF CORONAVIRUS.
