ARCHIVED - First stage of state of alarm in Spain ends today; regions now impose their own restrictions
Most regional Governments are extending existing restrictions and some are increasing them
The world passed the 50 million cases of Covid-19 mark this Sunday, with the United States and Europe as the focus of the pandemic.
During the last two weeks the restrictions in Europe have continued to intensify, and travel is becoming increasingly complicated due to the sheer number of restrictions in place.
In Spain, the initial 2 week state of alarm decreed 15 days ago ended today and the planned extension begins until May 9th, a period in which the autonomous communities have the power to impose measures in their own territories and the national government is stepping back to allow regional governments to make decisions at a regional level about how the pandemic is handled.
All decisions relating to border restrictions between regions and internal restrictions will be made by the regional governments themselves, who also have free rein to intensify restrictions in their respective regions, such as closing down their bars and restaurants or restricting specific activities.
The only non-negotiable measures continue to be the curfew, although again the regional governments can change the hours, and for the maximum group of 6 people allowed to gather, although again, this group size can be reduced by regional governments.
In general, practically all of the autonomous communities are tightening their restrictions to alleviate hospital pressure and reduce the spread of the virus in their respective areas and maintaining existing restrictions.
Most are currently maintaining the restrictions on their external borders, which makes movement between the different autonomous regions difficult other than for essential reasons, such as work.
This does make it very difficult to gather all the information into one place, so it is advisable to consult your local town hall if unsure about the measures applied.
It is important for those intending to travel to respect that the restrictions imposed at local levels are to prevent the spread of coronavirus and in most regions of Spain, travel for holiday purposes is NOT an acceptable reason for movement. Some regions are being a lot stricter than others, but in general, all major arterial motorways etc are open, the checks being on sliproads when leaving the motorways.
There are a significant number of posts on social media from UK residents still intending to visit holiday homes in spite of the ban on holiday travel imposed on residents of England; be warned, there are a lot of restrictions here at the moment and many regions do not want visitors from outside of their regional borders. In many cases local regional measures put in place SPECIFICALLY mention return to habitual place of residence as being an acceptable reason for travelling, and that residents of the country (is those with residencia only) are permitted to return home, but this does NOT extend to holiday home owners so be aware. You MAY be stopped and fined or refused entry, or you may not.
A few changes have been announced so far:
Andalusia has decreed the closure of all non-essential activities from 6:00 p.m., will extend the curfew from 10:00 p.m. to 7:00 a.m. and will confine the internal municipal borders of the region from 00:00 this Tuesday (ie from mifnight on Monday).
Castilla y León has decided to extend the perimeter confinement of the community; a decision that has also recently been taken by other autonomous communities, such as Castilla-La Mancha which also retains the curfew between midnight and 06:00 and existing external border closure.
The Autonomous City of Ceuta has banned trips to the peninsula and increased the curfew hours between 10 p.m. and 7 a.m. to reduce mobility.
The Balearic Islands have prolonged the curfew from midnight to 06:00 for a further 15 days.
Melilla retains its curfew from midnight to 06:00 until 23rd November, maintains restrictions on travel in and out of mainland Spain to essential trips only and limits the number of people allowed to gather in public spaces to 3.
Galicia will maintain the curfew and all measures currently in place, including the confinement of around 60 municipalities.
The Region of Murcia maintains external border closures, a curfew from 23:00, internal border movement between municipalities and closure of all bars and restaurants for two weeks.
Neighbouring Portugal has returned to a state of emergency, with 70% of the population under curfew.
