ARCHIVED - Further restrictions in Murcia Region; maximum group size of 6 is principal measure
Internal capacity is being limited to 40% in hostelry businesses in Lorca, Murcia city, Alhama de Murcia, Abarán and Fuente Álamo.
On Monday another 221 cases of Covid-19 were added to the total, which is now 2,229
Murcian regional Health Minister, Manuel Villegas, says the “second wave is now a reality” and the "situation is worrying" here in Murcia.
The Murcian regional government has announced further measures to try and stem the growing swell of Covid-19 cases in the Murcia Region, following a second consecutive day with more than 200 cases diagnosed.
Last Monday Murcia had 1506 active cases of Covid-19 and today the total has risen to 2,229, an increase of 723 in the last seven days.
The Minister said that the decision has been taken this morning in the weekly meeting of the Covid monitoring committee to increase the measures as it was becoming obvious that the existing measures are " insufficient" and called on the public to take greater responsibility for limiting the spread of the virus.
"No matter how many contact tracers and police we have, if the population is not aware of their behaviour, we will not be able to stop the chains of contagion” he said, "there are some citizens, a minority acceptably, who do not understood the seriousness of the situation, and are skipping quarantine or leaving their home when they know they have covid symptoms".
He said it was an “insult” to society in general not to wear a mask, or to not wear it correctly and called on the general population to collaborate and work together to try and overcome the virus.
Nobody wants another lockdown, particularly the businesses of the region, many of whom are under no illusions at all that they will not survive a second lockdown, and both the national and regional governments, are trying to avoid a situation in which they will be forced to once again confine the population.
Avoiding this situation “is down to us”, he said, and successfully beating the virus "implies everyone's collaboration or we won't all be able to get out together."
Last week the principal outbreaks were yet again caused by gatherings of people, one of which included a wedding attended by 200 people. After the groom tested positive, the cases related to this gathering have started to generate other outbreaks in several areas of the region, for which reason it has now been decided to reduce the number of attendees permitted at weddings, baptisms and communions to 30, and 15 indoors or 25 outdoors for wakes and funeral ceremonies.
No more than 6 people in a group
The second source of contagion which is causing problems is gatherings of friends and families for social purposes. Covid thrives on human contact and many of the outbreaks currently being experienced relate to family lunches and gatherings of groups of friends, so for this reason, the Government is limiting the number of people from more than one household permitted to gather together, to 6.
Logically, if a family live under one roof, they are permitted to meet for meals etc, but if those gathering come from MORE THAN ONE HOUSEHOLD then the maximum permitted is 6 people.
This logically feeds down to restaurants etc, changing the maximum number of people permitted to sit together for a meal from more than one household, to 6 instead of 10.
This limitation applies to both public, and private, gatherings.
Some municipalities are recording higher numbers of cases than others (over 120/100,000 of population) and in these municipalities special measures are being taken to reduce the risk for the more vulnerable and elderly ( the minister specifically said those over the age of 65), who are most at risk from complications.
In Murcia city, Lorca, Alhama de Murcia, Abarán and Fuente Álamo, all of which are suffering from sudden increases in cases, the government is recommending that the elderly avoid going out into the street unless absolutely necessary and avoid crowded areas where there is a chance of having contact with other people. Those practising sports are also requested to avoid areas in which the elderly are likely to be walking or exercising in order to minimise the risk of contagion.
The councils in question have been asked to prepare areas in which the elderly can exercise without the possibility of having contact with younger people.
Visits to nursing homes in Fuente Álamo and Abarán municipalities have also been suspended.
Extra Covid PCR testing points are being installed in Fuente Álamo and Cartagena and more points in Murcia city.
The internal capacity of bars and restaurants in areas with higher incidences of Covid-19 is being reduced to 40%. Last week this measure was applied in Lorca, in which the number of cases is rising steadily, and is now also being implemented in Murcia city, Alhama de Murcia, Abarán and Fuente Álamo.
This will cause yet more misery for businesses working in the hostelry sector in these municipalities, and make it even more difficult for them to run a profitable business.
Anybody running a hostelry business in these municipalities is advised to speak to their asesor, who will confirm the terms of the specific restrictions once they have been published in the BORM and come into effect. The Minister specifically used the word "interior capacity" in his dialogue which has been embedded above. It is usually the case that any specific details will be included in the BORM. Obviously those with terrace space will need to confirn with their asesor how the restrictions will affect them, but the regulation reference six at a table will affect all hostelry businesses.
The new measures should be published on Wednesday in the BORM and will take effect from their publication.
