ARCHIVED - Lorca and Jumilla leave perimeter confinement but more areas face restricted capacity in bars and restaurants
Totana, Fortuna and Abanilla will remain in flexibilised phase 1 confinement for a further week
On Monday the regional Covid Monitoring Committee for the Region of Murcia met to discuss the evolution of the coronavirus pandemic and to evaluate the current status in each of the region’s 45 municipalities.
With hospitalisations now at a record high and the level of patients in intensive care units just one bed short of reaching record levels, concern is growing about the high level of active cases and the rising level of the accumulated incidence rate in the region.
During the last 7 days this has risen to 235 cases per 100,000 inhabitants, 37 points higher than last week, and there are 19 municipalities with rates higher than average out of 45.Had the rate been the same as last week, this would have been 26 municipalities given the current levels.
Fortuna is now the municipality with the highest rate per 100,000 of population with 870; followed by Abanilla on 816, Totana 565; Beniel 468; Santomera 382; Cieza 356; Archena 352; Ceutí 347; Villanueva 343; Molina de Segura 336; Fuente Álamo 325; Jumilla 300; Lorquí 294; Pliego 285; Torre Pacheco 266; Bullas 260; Mula 254; Alhama de Murcia 244; Torres de Cotillas 242.
Several of the worst affected municipalities are in the Segura River Valley, although others have been plagued by high cases on previous occasions, mainly due to their links to the agricultural sector. This in turn employs high numbers of low paid migrant workers, who tend to live in poorer housing, in more concentrated numbers and have proven particularly susceptible to the virus.Totana, Fuente Álamo, Torre Pacheco and Alhama would fall inside this group.

Perimeter confinement of Lorca and Jumilla discontinued from Tuesday
The number of cases has fallen sufficiently for Lorca and Jumilla to relax restrictions and the mobility restrictions will be released from Tuesday, provided the publication of this measure goes ahead in the next BORM as should be the case.
However, although movement across the borders will now be permitted, some restrictions on the capacity in bars and restaurants and opening hours of retail businesses will continue for a further week as case numbers are deemed too high to allow a full return to normality.
Totana, Fortuna and Abanilla will remain in flexibilised phase 1 confinement for a further week, although schoolchildren will be permitted to return to school from Thursday. For pupils in Totana this will be the start of their school year as classes to date have all been online.
There are concerns about the rising level of case numbers in the larger municipalities of Cartagena and Murcia. Up until recently the capital city has managed to keep its accumulated incidence rate low, in spite of the high number of cases due to the size of its population (453,258), but the city has reported 1,052 cases during the last week, an increase of 40%, and has now reached a rate of 232 per 100,000 of population, only just below the regional average. Until recently, the bulk of the cases were focused in three districts which were subject to localised restrictions, mainly affecting the hospitality sector, the residential districts being Barriomar-La Purísima, Buenos Aire and El Carmen, but the decision has now been taken to extend this further to El Infante, Vistabella, San Andrés and the pedanías of Nonduermas, La Ñora and Puente Tocinos.
There are also concerns about the Cartagena municipality, which is the second largest city in terms of population (214,802) and has recently seen a significant increase in its IA rate. Cartagena has remained around and below 100 for the last few weeks but has suddenly increased to 162, with over 100 new cases this weekend alone.
As a result, the San Antón district, which has the highest rate of 336 per 100,000, will be subjected to the same restrictions as the affected districts of Murcia city. This particular area is close to the city centre, and is a relatively impoverished area of the city, with a high level of older housing and is popular with immigrants.
Both Cartagena and Murcia are University cities, a fact which is also influencing the rising number of cases and the regional health department has specifically today called on the rectors of the universities to intensify their communiciation with students about the risks of socialising; 25% of all cases detected in the region last week related to those aged 15 to 30 and almost all of those cases related to social activities.
The final area discussed in the meeting today was the topic of reduced internal capacity for bars and restaurants within areas with higher incidences of coronavirus; at the moment bars and restaurants in Ceuti and Alhama de Murcia are restricted to clients occupying only 40% of their internal capacity, and today it has been decided that this restriction will continue for another week in these two municipalities, and be extended to encompass Beniel, Santomera, Cieza, Fuente Álamo, Molina de Segura and Archena for the next week.
Up to now the weather has been kind to bar owners, allowing them to use their external terrace areas and limit their own financial exposure to the crisis, but as the weather cools down, this will hit bars and restaurants hard, limiting their capacity and ability to earn money.
