ARCHIVED - Spain imposes 14 day quarantine on anyone arriving from abroad
Travellers arriving in Spain will be confined to home other than for essential tasks
On Tuesday the Spanish government published a new measure in the BOE Boletín Oficial del Estado, imposing a 14 day quarantine on anyone arriving in Spain from abroad. Click for BOE Tuesday 12th May.
Currently the number of travellers to Spain is very low due to the state of emergency, lack of flights and ferry services and the closure of borders which has been in place since the 16th March. Today the Interior Ministry has also issued a new order extending the land border controls to marine borders.
Yesterday Brittany Ferries announced that it was cancelling all services to Spain for the remainder of May.
The order states that , "the favorable evolution of the epidemiological situation" in Spain and the start of the de-escalation "require the strengthening of control measures, in such a way that bearing in mind the worldwide distribution of the virus and based on the principle of precaution, it is considered necessary to apply a 14 day quarantine to those who come from abroad."
A similar measure has already been applied during the process of repatriating Spaniards returning from Italy in the early days of the pandemic, but will now be extended to all travellers who set foot on Spanish soil, regardless of where they come from and whether they are residents of Spain or not.
The new measure will take force from the 15th May and remains in force for the duration of the state of emergency, which for now is valid until next the 24th May, although the Government has already stated its intention to extend this period by a further 15 days.
Last week the UK announced its intention to impose a similar measure.
During this quarantine period, travellers arriving in Spain must remain inside their home or accommodation and must limit their travel to the acquisition of food, pharmaceuticals and basic necessities, visiting a doctor or contracting essential services. The use of a mask when leaving home will be mandatory.
The same conditions will apply for these new arrivals as for those who are showing symptoms of Covid-19, so individuals will not be allowed to exercise or eat out in a restaurant etc.
During this quarantine period the health authorities may contact quarantined individuals to check that they are not exhibiting any symptoms of Covid-19. Should symptoms such as fever, cough, respiratory distress, general discomfort or other symptoms of a suspected case of Covid-19 appear, people in quarantine "should contact the health services by telephone using the numbers provided by their respective regional health authority and indicate that they are in quarantine after arriving from abroad, "says the Order.
There have been hundreds of fines issued already to individuals who have failed to respect quarantine regulations and have left their homes without good reason. Health professionals monitoring these individuals are obliged to notify the police should an individual not be available to talk to them when their home number is called.Please note, these same quarantine regulations also apply to anyone who has called a helpline run by a regional government and reporting Covid symptoms.
Exceptions to the rule
Cross-border workers, airline, ferry crews, transport drivers and health professionals are exempted from the measures, provided they have not been in contact with people diagnosed with Covid-19.
Travel agencies must inform passengers of this situation before they travel
The order obliges travel agencies, tour operators and transport companies to inform travellers of these measures before selling any tickets with Spain as a destination.
Airlines must provide a public health form through which passengers can be located (Passenger Location Card), which must be carried by the traveller upon arrival in Spain.
