ARCHIVED - Timings: split hour system for sports and walks for adults from 2nd May onwards
The elderly, children and adults must exercise at different times to minimise the risk of spreading the Covid virus
The use of a vehicle or public transport to drive to a point from which to exercise is not permitted: all exercise should be taken within a 1km radius of the principal residence.
Those exercising should maintain a 2 metre distance from other people, avoid un-necessary stops, comply with hygiene restrictions and only exercise during the permitted time slots.
Exercising is permitted in any area which is open for public use, including "green zones" ie parks or public areas which have been opened by the local municipal council and are not permitted to enter any sports installations or public areas which are closed.
The Spanish Health Ministry has finally opted for a fixed-hours system to control the new measures which come into force from the 2nd May as part of a phased de-escalation plan.
The decision was taken following a meeting of the technical committee constituted to oversee the de-escalation of lockdown restrictions, presided by Prime Minister Pedro Sánchez which includes a number of ministries.
The main concern of the Ministry of Health is to avoid the gatherings widely photographed and videod last weekend when children under the age of 14 were permitted to leave their homes for the first time since lockdown began.
Although the Interior Ministry later denied there had been any notable incidents, there was widespread dismay at not only the sheer volume of families walking in the streets, but also their proximity to one another.
Although only one parent should have been accompanying a maximum of three children, TV stations across the country filmed families enjoying a walk in the sunshine, chatting with friends and interacting with other groups at close proximity.
In order to avoid a repetition of this scenario on a much larger scale, the Ministry has decided to divide the day into “time bands” in order to minimise the number of people in the street at any given time.
Health Minister Salvador Illa said in his presentation of the measures that this week Spain has achieved a new case rate of just 1% and the number of cured cases now accounts for 60% of the total cases tested to date, some 112,050 people, evidence that the State of Emergency had fulfilled its function.
The new measures regulating the activities of adults will begin at midnight on the 2nd May, and are permitted once a day. Initially there was some confusion about the permitted duration of the exercise period, but it has now been clarified that adults may exercise as long as they wish to within the specified time bands, but minors are still only permitted to take one hour of exercise with their parents in the streets per day. The government has called for common sense to be used when exercising and accepted that "logically, a father may wish to exercise alone in the morning and then walk with his children in the afternoon." Those exercising must respect social distancing and be undertaken in the municipality in which the individual resides as follows:
Adults; 06:00 to 10:00 and again from 20:00 and 23:00.
Adults will be permitted to walk in pairs, provided that these same two people have been living together during the period of confinement, and children aged 14 and over are also included within this grouping.
A carer may walk with a patient. Anyone showing symptoms of Covid-19 is excluded from the physical activity as is anyone in quarantine.
Walkers may not venture more than one kilometre in distance from their home.
Children
Children under the age of 14 accompanied by an adult can exercise between 12:00 and 19:00. These hours are different to those established for the elderly in order to minimise the risk of contagion for the at-risk elderly group.
Walks with dependents (ie elderly with a carer)
Those who require a carer, ie the elderly, can exercise as follows: 10:00 to 12:00 and again between 19:00 and 20:00. The same time period applies for those aged 70+.
Sportsmen/women
The hours for physical activity, ie jogging and cycling are the same as for adults, namely 06:00 to 10:00 and again from 20:00 and 23:00. Activity can only be undertaken by a single jogger or cyclist, jogging in groups is not permitted.
When asked by a journalist if it would be possible, for example, to go surfing in coastal municipalities given that surfing is a "solo activity" the Minister replied that "sporting activities must be undertaken by individuals alone and we cannot go to another municipality to go surfing."
Today the Ministry explained that travel by a vehicle or public transport to a location is not permitted; those exercising must remain within the 1km radius of their principal residence.
Sportsmen/women are asked to respect a distance of 2 metres between individuals and refrain from exercising in areas where there are a number of people due to the increased risk implied by sweating athletes to other people!
Municipalities with less than 5,000 residents
In low density municipalities residents are permitted to exercise between 06:00 and 23:00 as there “is no risk of conglomerations occurring”.
There are only 8 such municipalities in the Murcia Region. These are:
- Albudeite (1,373 inhabitants)
- Aledo (1,022 inhabitants)
- Campos del Río (2,028 inhabitants)
- Ojós (500 inhabitants)
- Pliego (3,847 inhabitants)
- Ricote (1,264 inhabitants)
- Ulea (874 inhabitants)
- Villanueva del Río Segura (2,910 inhabitants)
- Aledo (1,022 inhabitants)
- Campos del Río (2,028 inhabitants)
- Ojós (500 inhabitants)
- Pliego (3,847 inhabitants)
- Ricote (1,264 inhabitants)
- Ulea (874 inhabitants)
- Villanueva del Río Segura (2,910 inhabitants)
There has been some confusion amongst residents of some urbanisations who are unsure about the constitution of the 45 municipalities in the Region of Murcia and mistakenly believe that areas such as Sucina or Gea y Truyols are municipalities in their own right. These two locations are in fact "outlying districts" and form part of the Murcia city municipality which incidentally has the highest rate of live cases in the Region of Murcia at the moment! Mar Menor Golf resort and la Torre Golf resort lie within the Torre Pacheco municipality, Condado de Alhama is within the Alhama de Murcia municipality and Camposol is in the Mazarrón municipality, none of which have less than 5,000 inhabitants.
Municipalities are permitted to create exercise areas.
Municipal councils many habilitate areas for exercising should they so desire, taking into account social distancing and hygiene measures.
Maintenance of garden and vegetable gardens
This is now permitted for non-professional gardeners and those owning “huertos” or garden orchards who will be permitted to work in their vegetable patches providing social distancing and hygiene measures are respected.
Remember: LOCKDOWN MEANS LOCKDOWN. STAY AT HOME. STAY SAFE AND DO YOUR BIT TO REDUCE THE SPREAD OF CORONAVIRUS.
