ARCHIVED - Understated coronavirus fatality figures to be rectified by new reporting rules
The Spanish government imposes a single reporting system on the 17 regional health services
There has been growing evidence in recent days that the number of deaths being reported by the Spanish government in relation to the coronavirus pandemic is understated due to omissions in the way in which data are compiled, and in an effort to standardize the information provided by each of the 17 regional health services new reporting rules are now to be introduced.
In order to make informed decisions regarding the state of emergency in Spain and the related lockdown measures it is essential that reliable information be gathered, and as a result the Ministry of Health published requirements on Thursday in the Official State Bulletin forcing each health authority to base its figures on the same criteria. Earlier this week it has already come to light that the numbers of fatalities in the regions of Madrid and Catalunya may be at least 6,000 higher than those officially reported, and the move has been made in order to avoid such distortions in the future.
In an attempt to address the shortcomings it is specified that each regional health authority must supply the cumulative total of fatalities concerning patients who have tested positive for the coronavirus, “independently of the place of death”: in Catalunya the totals until now have included only hospital deaths, and not those who have died at home or in residences for the elderly, for example.
Another modification is that from now on each region of Spain must provide information regarding the cumulative total of patients admitted to intensive care and having tested positive for Covid-19: in recent days this statistic has been impossible to standardize due to some regions reporting only the number of patients still in intensive care on any given day.
At the same time, data regarding the number of patients admitted to hospitals and those given the all-clear (either in hospital or after confinement at home) must be supplied.
In addition, each region must report the cumulative total of cases “confirmed by diagnostic testing” and the number of positive tests related to cases in patients both with and without symptoms. Details must also be provided concerning which test results were obtained using the PCR technique, which tests for the virus itself, and which were obtained using the rapid testing kits which detect the presence of antibodies produced by the body to combat Covid-19.
Information will also be gathered regarding the resources available to regional health services (such as protective material, hospital beds, capacity in intensive care units, etc) and all information should be provided to the Ministry of Health every day between 20.00 and 21.00.
In one sense the immediate effect of these new regulations may be discouraging, as the data which come to light may provide evidence of more cases and more fatalities related to the pandemic. On the other hand, though, it has to be borne in mind that in the long term the availability of as much reliable and complete information as possible is a key element in the coordination of efforts to halt the spread of Covid-19 and, looking further ahead, in deciding when it is advisable to relax some of the restrictions on movement in Spain which have been in force for the last five weeks.

What to do if you are in the Region of Murcia and believe you may have contracted the virus
The regional government has set up a special helpline to supply information to members of the public (900 121212) if they suspect that they may have contracted the virus rather than going straight to hospital or to a medical centre.
Sensible precautions
The advice being issued to members of the public by medical authorities all over the world coincides on the following points:
- Wash hands frequently with either soap and water or a sanitiser gel
- Catch coughs and sneezes with disposable tissues – and throw the tissues away immediately after use before immediately washing your hands!
- If you don’t have a tissue, use your sleeve – and wash the item of clothing used at the next opportunity
- AVOID touching your eyes, nose and mouth with unwashed hands
- AVOID close contact with people who are unwell
- Don´t panic!
