ARCHIVED - Murcia begins to lift restrictions in February: what you can and cannot do
How many people can get together now? Who can sit outside a bar? And inside? What about restaurants? All these questions answered and more…
After almost forty days hanging onto the restrictions that were put in place over Christmas, the regional government in Murcia is beginning to lift some of the drastic measures it adopted on December 23 to deal with the soaring number of cases of the sixth wave.
The biggest change so far is the end of closing time restrictions for bars, restaurants and nightclubs, which were previously not allowed to serve after 1am but can now return to their usual opening hours.
However, there are other rules that still remain in place, such as the ban on dance floors and having to wear a mask outside.
This is what you can and can’t do in the 45 municipalities of Murcia as of February 3, according to the Murcia Salud health service.
Alert level
What is the alert level in the Region of Murcia?
The maximum: level 4 very high.
Which municipalities are at alert level 4 (very high)?
All of them. Abarán, Águilas, Albudeite, Alcantarilla, Los Alcázares, Aledo, Alguazas, Alhama de Murcia, Archena, Beniel, Blanca Bullas, Caravaca de la Cruz, Cartagena, Cehegín, Ceutí, Cieza, Fortuna, Fuente Álamo, Jumilla, Librilla, Lorquí, Molina de Segura, Moratalla, Murcia, Ojós, Ricote, San Javier, San Pedro del Pinatar, Santomera, Torre Pacheco, Las Torres de Cotillas, Totana, La Unión, Villanueva del Río Segura and Yecla.
Which municipalities have an alert level 1 (low), 2 (medium) or 3 (high)?
None.
Non-essential businesses can reopen
Is there a curfew?
No. You can leave your home at any time.
Is there a closure of non-essential business?
No, not anymore. Non-essential businesses can open after 1am if their licence allows them to do so.
Can I drive in any municipality in the Region of Murcia?
Yes, without any Covid restrictions.
Can I cross into a neighbouring province?
Yes.
Is it compulsory to wear a mask?
Yes, both outdoors and indoors. The central government has not yet changed this rule.
And what about when doing sport?
No, it is not necessary to wear a mask for sport.
No limits on how many people can get together in a group
How many non-cohabiting people can meet in outdoor places?
There is no limit.
And in enclosed spaces?
No limit either. There is only a limit in the hospitality industry (see below).
Is there a maximum limit in workplaces?
No. Formal activity, such as work or institutional activity, has always been excluded from meeting limitations.
Bars and restaurants
How many non-cohabiting people can gather at a table in a bar on a terrace?
Outdoors, a maximum of 12.
And inside a restaurant?
A maximum of 10.
What is the maximum seating capacity for the outside of restaurants and bars?
100%.
And inside?
75% if they request a Covid passport to get in. Otherwise, it depends on the limits set by the municipal alert levels. However, as they are now all at level 4, the capacity would therefore be 30%.
- Level 2 municipalities: 75% of the capacity
- Level 3 municipalities: 50% of the capacity
- Level 4 municipalities: 30% of the capacity
Is it compulsory to wear a mask in bars or restaurants?
Yes, it is, except when eating and/or drinking.
Can I have a beer at the bar?
Yes, consumption at the bar is permitted. However, it is compulsory to be seated, never standing.
Can I drink standing up?
No, it is forbidden.
Nightfever
Can I go to a disco?
Yes, if you like.
What time do they close?
At the time set by the nightclubs licence.
Can I dance in the disco?
No, dance floors are forbidden. Everyone must be seated.
Can I enter a nightclub without a Covid passport?
It depends on the venue. They are not obliged to ask for it, although their capacity depends on it.
What is the capacity of the interiors of clubs and discos?
75% if they ask you to show a Covid certificate to get in. Otherwise, it depends on the limits set by the municipal alert levels:
- Level 2 municipalities: 75% of the capacity
- Level 3 municipalities: 50% of the capacity
- Level 4 municipalities: 30% of the capacity
Can bands and DJs perform?
Of course. Professional performances are allowed, as long as they are wearing a face mask while they play. They must be at least two metres away from the audience, or three metres away if playing wind instruments (then they obviously don’t need to wear a mask).
Can food and drink be consumed during the show?
No. During performances at the venue, food and drink service must be provided by waiters directly at the assigned seat or table.
Is it allowed to drink in the street?
No. Actually, drinking in the street has never been allowed in Spain, and is illegal.
Can alcohol be bought after 10pm?
No. The regional government has expressly forbidden it: the sale of alcohol is restricted between 10pm and 6am in petrol stations and shops.
Shops, markets and shopping centres
What is the capacity of retail shops?
50%.
What is the capacity of common areas in shopping centres?
50%.
And what about for stalls in street markets?
100%.
Cinemas, museums and libraries
How many people can go to a library or a museum?
50% of the capacity.
How many people can go to a cinema, theatre, circus or auditorium?
50% of the capacity.
Can hotels, tourist flats and other short-term rental accommodation make use of all their places?
Yes.
And what is the capacity of the common areas?
50% of the capacity.
Can the hotel’s swimming pools and spas be used?
Yes, they are allowed.
Can the hotel buffets or self-service restaurants be used?
Yes, this is also allowed.
Are there any particular restrictions in hostels?
Yes. In tourist hostels located in municipalities with alert level 3 or 4, a room may only be shared by stable, cohabitating groups. In those with alert level 2, this condition is not required.
How many people can attend a wedding ceremony?
50% of the capacity indoors and 100% outdoors.
And how many guests can go inside the reception?
It depends on whether the venue asks for the Covid passport or not. If the venue asks for the Covid pass from the guests, then 75% of the guests can be accommodated. If not, 30%.
Does the venue have to inform the guests that it is asking for the Covid certificate?
Yes. The law states that “Customers will be informed by means of visible signs at the entrance of the establishment and will be reminded of the obligatory use of masks by customers, who may only remove them at the time of consumption.”
And in the open air?
100%, without the need for a digital certificate.
Will the bride and groom be able to dance?
Theoretically, no because it’s technically forbidden.
Funerals
How many people can attend a funeral, wake or burial?
50% of the capacity.
Mass events
How many people can attend a mass event or gathering?
50% indoors and 100% outdoors.
Is it possible to stand?
No, it is compulsory to be seated.
Is it compulsory to wear a mask outdoors?
Yes.
Are food and beverage canteens allowed?
Yes.
Are parades and travelling shows, such as a carnival, allowed?
Yes, in properly marked areas and with the public seated at all times, but many towns and cities in Murcia have chosen to postpone or cancel their 2022 Carnivals.
Bingo, gambling halls and casinos
What is the capacity of bingo halls, gambling halls and casinos?
50% of the capacity.
At what time do casinos, bingos and gambling halls close?
At the time specified in their licence.
Is it possible to eat while playing bingo?
Yes.
Student residences
What is the capacity of the student hall of residence areas?
50%.
Are visitors allowed?
Yes.
Conferences
Can congresses and seminars be held?
Yes, with prior registration and control of attendees.
With what capacity?
50%.
