ARCHIVED - Town sets 30-euro minimum for shoppers as a deterrent for lockdown breakers
Dog-walking restrictions in other parts of Spain as owners defy the coronavirus confinement
Spain has now been under lockdown for almost two weeks due to the coronavirus emergency but still there are numerous people who seem determined to disobey the restrictions on movement in any way possible, and in response local authorities in some parts of the country have introduced bylaws which in normal circumstances might seem ridiculous.
For example, in the small town of Herrera del Duque (in the Extremadura province of Badajoz) the Mayor, Saturnino Alcázar, has decreed that no-one is allowed to spend less than 30 euros in food shops and supermarkets. Such draconian measures would normally be unthinkable, but the reasoning is that people have been taking advantage of the fact that leaving the home is permitted for food shopping in order to do so two or three times a day, and Sr Alcázar is determined to ensure that the 3,500-odd locals behave more responsibly during the rest of the lockdown.
The official Town Hall order states that checks will be made at supermarkets and anyone failing to respect the order faces a fine, in a move which some reports suggest would also be appreciated at numerous food stores in the Region of Murcia: shopkeepers are understandably upset at seeing the same faces numerous times every day as people determinedly break the rules and place the health of their local community at risk.
Interestingly, the Mayor of Herrera del Duque also points out that home delivery services are available from supermarkets, but so determined are people to break the law that they are declining to make use of them.
A similar approach to lockdown-breakers has been adopted by Esperanza Caro de la Barrera, the Mayoress of Palma del Río in the province of Córdoba, where it appears that many of the 20,000-plus residents have been making a mockery of the law which allows them to leave their homes to walk pet dogs. In order to prevent them from being out in the streets constantly Sra Caro de la Barrera has introduced a law limiting walks to a distance of 200 metres from home, instructing the local police to stop any dog walkers and check that they are not infringing the rule.
In addition, in measures which have been introduced in similar fashion in various parts of the country, she has established three dog-walking windows per day, from 7.00 to 9.00 in the morning, from 14.00 to 16.00 and from 21.00 to 23.00, stressing that dogs must not be allowed to engage in contact with any humans other than their owners, that all excrement must be collected and disposed of and that owners should carry soap and detergent in a bottle to clean the areas where the dogs urinate.

Basque Country: 3,946 (180 fatalities, 137 in intensive care, 621 cured)
